TERMS OF REFERENCE: COMMUNITY INFRASTRUCTURE MANAGER
The Australian Government with the support of AusAID is implementing the Nias Reconstruction Program (NRP). The program is located in South Nias with an office in Teluk Dalam. The goal of the project is to empower communities, particularly in needy villages, to take a leading role in building or rehabilitating community infrastructure that was destroyed by the earthquake and tsunami in 2005. This is to be achieved by developing the capacity of rural human resources and institutions, working closely with the local government, and providing small grants to villages. Coffey International Development, the NRP Managing Contractor, requires a Community Infrastructure Manager. The specific position requirements are as follows:
Reports to: Team Leader Supervisory roles: Area Coordinator – Technical, Technical Facilitators Duration: 12 months, with initial contract of 3 months. Start date: mid-January 08 Location: Nias Selatan Summary of Responsibilities: Reporting to the Team Leader and working in close coordination with CDCBM, the position is responsible to supervise all activities related to the technical (engineering) and physical aspects of the community infrastructure component of NRP. Ensure technical accountability of designs and construction of all community infrastructures funded by the project. Ensure technical inputs in the whole cycle of community infrastructure activities reflect NRP visions for high efficiency, high quality, and improved capacities of the assisted communities in managing the development of their infrastructures. Develop necessary technical guidelines, including design, construction and maintenance manuals, training materials, and quality assurance tools. Coordinate with relevant stakeholders in line with the objectives of the project. Tasks 1. Ensure that the designs and construction of all infrastructures are of high quality and efficient as required by the objectives of the project 2. Establish standard of quality of different types of NRP-assisted infrastructures reflecting NRP vision for high quality results and ensure that the standard is shared by NRP staff and communities 3. Develop quality assurance tool and ensure the tool is used by NRP staff and the communities 4. Conduct regular field monitoring and supervision to field staff 5. Put in place necessary technical training materials for community capacity building purposes in the whole cycle of project implementation: identification, planning/design, construction, operations and maintenance 6. Provide necessary training and technical assistance to technical staff members in performing their jobs in the communities 7. Coordinate and engage with related local government agencies as necessary in line with the objectives of the project 8. Maintain effective working relationships with communities and other stakeholders, including KDP, BRR and other relevant organizations, and participate actively in relevant Sectoral Working Group meeting related to the South Nias reconstruction contexts 9. Ensure timely reporting of progress and constraints of project implementation 10. Develop ToRs for consultants that may be required to support technical works related to community infrastructure 11. Coordinate with, provide inputs and assistance as necessary to the procurement officer for the procurement of project equipment and materials 12. Provide assistance and inputs as necessary in liaising with AusAID technical team 13. Perform other relevant tasks that may be required by the project Qualifications and experiences: A good first degree in civil engineering and minimum 10 years of experiences in similar roles, preferably with experiences in managing community-based programs. High proficiency of written and spoken English.
