ASSISTANT INFRASTRUCTURE MANAGER
The Australian Government with the support of AusAID is implementing the Nias Reconstruction Program (NRP). The program is located in South Nias with an office in Teluk Dalam. The goal of the project is to empower communities, particularly in needy villages, to take a leading role in building or rehabilitating community infrastructure, and build sub-district government offices that were destroyed by the earthquake and tsunami in 2005. This is to be achieved by developing the capacity of rural human resources and institutions, working closely with the local government, and providing small grants to villages. Coffey International Development, the NRP Managing Contractor, requires an Assistant Infrastructure Manager. The specific position requirements are as follows:
Reports to: Infrastructure Manager Coordination: Governance Coordinator/Facilitator, Finance Manager, Office Manager, Procurement Officer Supervisory roles: Consultants/sub-contractors Counterparts: Sub-district, and district levels of local government, including related technical agencies, and sub-contractors Other stakeholders: BRR, private sector Duration: 12 months Location: Nias Selatan Languages: Native Indonesian with a high level of proficiency in written and spoken English
Position Description
Responsibilities: Reporting to the Infrastructure Manager and working in close coordination with Governance Coordinator/Facilitator, the position is to assist the Infrastructure Manager in performing his roles in line with the objective of the project to build new sub-district offices in South Nias District.
The Assistant Infrastructure Manager will assist the Infrastructure Manager in the following:
Management of the Program:
1. Contribute to strategic and operational planning (including budgeting and costing) for Sub-district Office Rehabilitation and related government infrastructure, Contribute to reporting and project scheduling as determined by the Team Leader. Contribute to monitoring and evaluation as determined by the Team Leader.
Implementation of Program activities:
In relation to physical infrastructure activities under NRP, the Assistant Infrastructure Manager (AIM) will conduct the following tasks under the direct supervision of the Infrastructure Manager.: Responsible for assistance with management of infrastructure activities including the identification, selection, costing, design, procurement and maintenance of physical infrastructure activities. This includes medium to large scale infrastructure only (eg. Sub-district offices). It is envisaged that the AIM will assume responsibility for one of two geographical areas in which construction of SDOs is taking place, and replicate the IM duties in this geographical area. Responsible for managing the actual implementation of sub-district office construction activities, including close supervision of any appointed sub-contractors. Manage the Construction Stage - contract administration (managing progress payments, variations, etc.), monitor progress (time & cost) and quality and conduct final joint inspections. 3. Oversee procurement of goods eg. procurement of office equipment and/or running tender processes for design and construction contracts for local government infrastructure 4. Provide quality assurance and oversight for infrastructure activities, monitoring activity progress and ensuring that works are completed according to agreed time, cost (budget) and quality. 5. Anticipate any potential bottlenecks or delays in construction and develop strategies to address delays by using a risk management approach in conjunction with sub-contractors and suppliers 6. Other duties as delegated or requested by the Infrastructure Manager or Team Leader.
Qualifications
A degree in civil engineering or construction management is desirable.
Experience At least 3 years of progressive accomplisment in positions having similar responsibilities to those outlined above. Strong oversight and supervision experience of medium to large scale infrastructure projects. Experience in costing, design, tendering and procurement, monitoring and quality assurance is essential. Experience working with local governments in rural areas of Indonesia .
Skills and Knowledge - technical Extensive knowledge and hands-on skills associated with managing a complex and wide diversity of activities connected with the development of medium to large scale physical infrastructure. Knowledge of Indonesian government regulations related to government buildings.
Skills and Knowledge - general Excellent oral communication skills. Excellent negotiation and dispute resolution skills. Excellent reporting skills, including project scheduling and monitoring and evaluation. Strong interpersonal skills and appreciation of cultural sensitivities.
