WATSAN PROGRAM MANAGER

Qualifications include:
The PM will have at least 5 years international experience in managing community focused water and sanitation engineering programs. The candidate must also possess an attention to detail, ability to follow financial procedures, meet deadlines, and work independently and cooperatively with staff and senior management. High levels of professionalism and motivation are required. Strong staff management, administration, project management, supervisory and representational skills are essential, as are strong computer skills with specific expertise with Microsoft Word/Excel and Auto Cad. Fluency in English and Indonesian is required.

The program is community focused so the PM must have specific experience in community development and be able to demonstrate an in-depth understanding of the importance of community participation and ownership of all phases of program implementation. Hands-on management experience in field-based roles, along with mentoring and capacity building of national counterparts are critical.

Responsibilities/ Duties:
Administer and adhere to SurfAid International values, principles polices and procedures, including but not limited to:

(i) Planning: As part of the management team to assist in the strategic planning of SurfAid International’ s projects. Subsequently to then plan for management of the execution of the activities and tasks in the project plans as per the agreed objectives of the project.

(ii) Resourcing: To manage the allocation of resources of the project to achieve the execution of the plan. This will include advanced planning, ordering and purchase of all physical resources. It will also include the management of funds and cash flows and the appropriate allocation of project staff.

(iii) Management: To manage all WATSAN staff in the execution of all of their activities related to project, field and office activities. To manage the WATSAN Field office in the target area(s). In association with the NIAS PM and Program Director, to hire any staff required for the programme. To motivate, mentor, supervise, co-ordinate with and to manage local (Indonesian) staff members on a daily basis. The Watsan Program Manager will also be required to manage and coordinate all relevant stakeholder workshops/meeting etc.

Key management roles include:

Ultimate responsibility for the successful implementation of agreed project objectives.
Manage Watsan construction teams in partner villages, through proper planning and timely implementation implementation of Watsan activities in the field and to manage, and ensure of Watsan activities.
Oversee training of village and SurfAid International work teams for implementation of Watsan activities, and recruitment of village assistants and SurfAid International staff where necessary.
Design and carry out necessary training for teams responsible for all components of project implementation.
Coordinate with SurfAid International Program Manager (Nias) and field-based staff in the development of work plans, management of Watsan construction teams, socialization of project and development of agreements with partner communities.
Frequent travel and living in field sites to oversee Watsan activities.
Participation in monthly Watsan coordination meetings.
Ensure and understand the importance of community participation and ownership of all phases of the program.
Plan and advise on Watsan activities in other SurfAid International project areas as needed.
Ensure that all SurfAid Watsan activities in the field are carried out in compliance with key SurfAid International polices on health, safety, gender and sustainable community development principles.
