The Canadian Red Cross (CRC) is implementing a major community-based reconstruction and rehabilitation program with the primary focus on shelter construction project in Aceh Besar, Lamno, Calang and Nias for beneficiaries affected by Tsunami of December 26, 2004 and earthquake of March 28, 2007.
We are also implementing Livelihood, Environmental Health and Disaster Preparedness Management programs to help families and communities to improve their live quality. We are looking for qualified and committed candidates to fill the following position based in Lamno and Calang on a fixed term contract basis.
Grant Officer (Ref. Code GO-LC)
Based in Lamno & Calang
Purpose of the Post:
The Livelihoods Grants Officer is responsible for helping to ensure that grants to Canadian Red Cross communities are designed and implemented in a way that adheres to CRC policies and guidelines on community grants. Provide technical advice on how to structure proposals, budgets and reporting for easy formatting into CRC templates. Provide review and compliance for ongoing grants in coordination with field staff. Helps monitor financial trance payments, program narrative reports and overall grant management and close-out.
Main Responsibilities:
· Assist field team in identifying and prioritizing community projects using a participatory process.
· Solicit and receive grant proposals from communities. Review and process grant proposals according to strategies and guidelines of CRC community grants program. Drafts grant agreements in both English and Bahasa.
· Follow-up with community groups to obtain or provide additional information on proposal writing and budget preparation.
· Conduct pre-monitoring of grant applicants to evaluate financial and administrative systems, as needed.
· Monitor all approved grants and ensure timely financial reporting is completed. Conduct periodic audits of sub-grantees.
· Development of CRC resource tools for building capacity of local groups and community leaders, ensuring transparency and accountability in the use of funding. Conduct financial and administrative training for sub-grantees.
· Ensure close communication with sub-grantees implementing projects.
· Identify potential problems during implementation of projects by the sub-grantees and make recommendations.
· Prepare progress reports on sub-grantees.
· Conduct himself/herself both professionally and personally
· Translation of documents in writing from English to local language and vice versa
Competencies and Skills Required for the Post:
· 3 years experience with livelihoods or community development programs
· Post-secondary education (minimum S1) in a related field
· Excellent communication skills in English (written/spoken) , Bahasa Indonesia (written/spoken) , Bahasa Aceh (spoken)
· Experience working in community outreach and mobilization
· Experience in capacity building of community groups
· Familiarity with procurement, bookkeeping, and budgeting tools and practices
· Computer skills including MS Office, Word, Excel, PowerPoint.
· Familiarity with Tsunami recovery operations in NAD an advantage.
