IOM Yogyakarta is looking for Quality Control Assistant II according to the term of reference below. General functions

Under the overall supervision of the Program Manager of MCA and direct supervision of the Construction Manager, he/she will be responsible for the overall quality control aspects both in building materials and construction work of MCA construction. Specifically, the incumbent will be responsible for the following:

Taking a lead and perform quality control activities in the field, in all houses and buildings that will be supervised by site supervisors.
Managing relationships on site with key stakeholder; particularly with supplier and warehouse staffs about material.
Monitoring the quality of material on the field, and ensuring correct size, type and amount of material.
Monitoring the progress of material distribution, against the agreed timeframes with the supplier and warehouse staffs.
Ensuring that the supplier for IOM procured material and RHK supplier provide materials in good quality and respect the delivery time schedule.
Coordinating with the TAP Facility Manager and Facility Staff to ensure building materials are delivered to the predetermined location, at the right time and to the correct specifications.
Instigating the appropriate action in coordination with procurement when materials are rejected.
Monitoring and evaluating the performance of the supplier in accordance within the specification and construction drawing in the timeframe.
Monitoring the level of materials in stock in the field, to ensure that all materials for construction work are available when needed.
Conducting daily site inspections of material quality and quantity of permanent house and community center in target villages under program.
Conducting daily reports including pictures/sketches if it necessary, detailing the outcomes of quality control checks for materials onsite.
Ensuring that all materials arrive in the field is Coordinating with the Procurement Department to resolve any problems onsite as a result of material distribution and/or material quality.
Interfacing with local authorities concerning any problems generated about material quality control during implementation the project.
Liaising with IOM Site Supervisors to ensure that all materials arrive in the field and comply with construction standards.
Coordinating with Site Supervisors in controlling certain phases or works on construction sites.
Assisting Site Supervisors, where and when it is necessary, to supervise construction works and to supervise site supervisor assistants.
Undertaking other duties assigned.


Desirable Qualifications
University degree in Civil Engineering and/or other closely related field. More than four years of experience in infrastructure, planning and construction; including at least one year of experience in material quality control. Experience in material quality control in an international organization is advantageous. Proven ability to interact effectively with contractors, building material suppliers, government officials / local authorities and other institution is essential. Ability to supervise daily material quality, quantity and distribution; and reporting material quality. Ability to establish priorities and undertake assigned tasks with minimum supervision. Good drafting ability and communication skills, both oral and written to produce reports.

Demonstrated ability to work in a multicultural, multi-ethnic environment and to maintain effective working relations with people of different national and cultural backgrounds. Able to work independently, under pressure, and undertake frequent project related travels. Able to work during weekends and overtime.

Fluency in Bahasa Indonesia, English and Javanese is required
