Skills in English and or Bahasa Nias would provide advantage; * Willing to stay on the field (if required and or necessary); * Honest, Tough, Motivated, can work under pressure; * Previous work experience on Nias Island would also be highly regarded;

TERMS OF REFERENCE
Position: Field Finance Officer (FFO)
Duty Location:
Based in NRP office (Teluk Dalam) with frequent travel to the field (Sub-districts and villages participating in NRP activities).
Report to:
Finance Manager
Counterparts:
Under the general supervision of the Finance Manager, the position will also interact mainly with the NRP Procurement Officer for procurement matters, Area Coordinators and facilitators for coordination of field finance in relation to Outcome 1. The FFO will also work with village accounts personnel to verify expenditure and ensure that they meet the requirement needed and train them in transparent and bookkeeping practices.
Other Stakeholders:
The FFO will interact with selected literate villager to ensure that they understand the accounting records held by the Village Implementation Committee and the procurement processes followed (refer to Outcome 2.3).
Duration of contract:
Up to 12 months - with an initial 3 months probationary contract, with an opportunity to extend, based on performance..
Position and Description:
The FFO under the general supervision of the Finance Manager, will interact with facilitators, communities and other stakeholders in the field to provide the link between the NRP office and the accounting and financial implementation in the field
Responsibilities:
The FFO will manage all aspects of NRP finances in the field and ensure that all due diligence and accountability with regards to the expenditure of the block grant funds flows are in line with NRP guidelines. Ensure that accounts are kept and supported by supporting records and correct information. A secondary responsibility will include monitoring field finances for Outcome 1 & 2 activities, and ensuring compliance with financial procedures and training village accounts staff.
Duties:
The duties will entail but not be restricted to, the following:
Procedures:
1. Assist in the preparation and dissemination of management procedures
2. Keep facilitators and liaison officers abreast of changes to procedures.
3. Disseminate procedures and procedure updates to facilitators.
4. Work with facilitators to ensure communities follow all NRP procedures and complete all the necessary forms supporting the Outcomes.
Limited Budget Implementing & Tracking:
1. Receive Non-Grant Budget requests from field facilitators and check validity of claims.
2. Relay Non Grant Budget requests from facilitators to the Finance Manager for processing
3. Facilitate smooth trouble free funding flows from NRP to participating villages and/or contractors.
4. Process acquittals on budgets and ensure the process is supported by appropriate receipts
Financial Training & Engagement
1. Provide “On the Job Training” to facilitators and communities related to financial activities.
2. Provide day to day monitor to facilitators and communities related to financial activities in selected villages.
3. Ensure all transactions and receipts in the field regarding to village grant are in the good keep by the village treasury.
4. Work closely with procurement officer, facilitators and Area Coordinators in delivering any equipment of village infrastructure that related to financial activities.
Other Duties
1. Other duties as requested by Finance Manager regards to activities in the office and/or in the field
2. Other duties as requested and approved by Team Leader.
Reporting:
The Field Finance Officer will provide weekly verbal briefings to the Finance Manager and complete a monthly written report to Finance Manager.
