Health Account Specialist - Indonesia
Cowater International, a management consulting firm based in Ottawa, Canada is currently preparing a proposal for a Health Sector Reform project in Indonesia. As part of this, we are seeking a Health Accounts Specialist for a six month assignment (with possible extension) in Indonesia.
The expert will work within the Ministry of Health and will provide technical input and advisory support to the Health System Strengthening Program.
Qualifications must include:
* Postgraduate qualification in economics, health economics or relevant field.
* Substantial experience working on health policy and policy reform issues.
* An excellent understanding of national health accounts systems within a complex and growing health sector like Indonesia.
* Previous experience working in Indonesia and/or a developing country context.
* Previous experience of policy implementation
* Judgment, communication, liaison, negotiation and representation skills of a high order.
* Ability to work independently and as part of a team
Desirable qualifications:
* Indonesian language skills and a good understanding of Indonesian government systems.

Public Finance Expert (Health) - Indonesia

As part of this, we are seeking a Public Finance Expert (Health) for a six month assignment (with possible extension) in Indonesia. The expert will work within the Ministry of Health and will provide technical input and advisory support to the Health System Strengthening Program.
Required Qualifications:
* Postgraduate qualification in economics, health economics or relevant field.
* Substantial experience working on policy health policy reform issues, with particular emphasis on health financing.
* Previous experience working in Indonesia and/or another developing country context.
* Ability to work in & support Indonesian systems.
* Ability to work independently and as part of a team.
Desirable:
* Indonesian language skills and a good understanding of Indonesian government systems.
* An excellent understanding of national health budgeting systems from other countries.

Health Insurance Specialist - Indonesia

The expert will work within the Ministry of Health and will provide technical input and advisory support to the Health System Strengthening Program.

* Postgraduate qualifications (PhD preferable) in economics, health economics or related field
* Substantial experience working on health policy reform issues with particular reference to health insurance.
* An excellent understanding of national health insurance systems and their legal framework.
* Previous experience working in Indonesia and/or another developing country context
* Ability to work in and support Indonesian systems.
* Ability to work independently and as part of a team.
Desirable qualifications:
* Indonesian language skills and a good understanding of Indonesian government systems.
