Reference Code : SVN/IDI/2008/ 025 Position Title : Quality Control Coordinator Duty Station : Banda Aceh, Nanggroe Aceh Darussalam, Indonesia Classification : Employee, Grade 6 Estimated Starting Date : As soon as possible
General Functions:
Under the overall supervision of the ARC Water Supply Project Manager and Project Officer, and direct supervision of Project Engineer ARC Water Supply project, he/she will be responsible for the following functions:
1. Assist PM in developing project strategies in terms of Quality Assurance, setting of over-all project direction, prioritization of activities in respect of objectives and agreed timeframe, and setting of benchmarks by which the success or failure of project activities will be measured. 2. Supervise the QC-Team 3. Supervise Watsan engineer and community facilitator staff and monitor activities to ensure that tasks are carried out effectively and efficiently. Report to PM any substantiated staff performance concerns and recommend appropriate action to be undertaken. 4. Undertake periodic monitoring of ongoing activities, review project performance and recommend appropriate interventions and strategies to improve project implementation. 5. Together with Watsan Coordinator and Public health Coordinator, Develop and implement monitoring/evaluati on strategies to ensure close monitoring of project outputs. 6. Evaluate the engineers, construction, field facilitator activities of the donor funded project and prepare recommendations to streamline procedures /implementation plans with a view of increasing effectiveness and efficiency. 7. Monitor the implementation of the project and provide overall guidance to field staff and local health partners and community through Project Manager 8. Supervise the development of QC check list, QC flow chart activity, and other relation from due to has a standard QC check list procedure as guideline and references for QC team it self and also for each site engineer in the field. 9. Site Coordination with QC team 10. Site coordination with site engineer coordinator, brief the site engineer to follow, full fill & submit all QC form procedures, 11. Project inspection to ensure high quality of work base on IOM specification/ standard quality. 12. Implement weekly QC-Meetings 13. Identify and report, as per established procedure, include with impacts & recommendation to solve the problem to Project Manager, Project Advisor and Project Coordinator. 14. Provide and submit Weekly QC Summary report base on site inspection visit to IOM 15. Up date the site progress liaise with site engineer coordinator (project issues & solution) 16. Assist Project Manager, Project officer & Project Engineer which commensurate with the position 17. Participate in in-house coordination meetings among the different sections/programs in the sub-office 18. Perform other duties as required
Desirable Qualification:
Diploma in Engineering, particularly in Quality Control. A university degree in Quality Control Engineering will be highly regarded. Minimum five years of relevant experience in implementing and monitoring quality control programmes in building construction environment. Good knowledge of applicable legislation and quality control procedures. Ability to manage Hazards Quality, Hazards Incident Reporting & Investigation . Background in Behavioral Observation and Auditor training Certificate in Workplace, Training & Assessment a great advantage.
Proven ability to interact effectively with government officials/local authorities is essential, ability to work independently and supervise direct staff. Demonstrated ability to work in multicultural, multiethnic environment and maintain effective working relations with people of different national and cultural backgrounds.
Excellent in communication, negotiation and interpersonal skills, strong strategic and creative thinking, strong commitment, drive for result, able to make decision under time pressure. Proficient in computer application, good writing and skills and produce a clear and concise reports in English and Bahasa Indonesia.
