The Basic Education Program is supporting MONE in developing and implementing an integrated Financial Management Information System based on MoF's 5 applications. The process of modifying the integrated application has been on-going since July 2007 and scheduled to be rolled out for testing session by mid of March. This will involve the testing of compatibility with the MoF system and another user level tests, among others.
The next steps are to give this integrated system a legal basis for implementation. By doing so, the MONE FMIS will be the official financial system run at MONE for daily financial management and reporting. A decree from Minister is regarded as a proper legal basis to enable a systematic implementation of the FMIS and this now is being drafted by the Bureau of Finance.
Following these steps, the next phase of development will require socializing the FMIS to all DGs and provincial working units. In addition to the present features in the FMIS application, users at DGs and provincial level need to be informed about additional features to be developed which aim at providing information for managerial decision-making, such as internal management reports. At the national level, the development of the FMIS needs strategic advice relating to the adaptation of systems outputs to meet the needs of various levels of decision making at MONE.
To ensure the implementation and advancement of the FMIS are in line with Bureau of Finance, DGs and provincial working units and MONE policies, a senior adviser is needed.

Duration and Timing of Inputs
The mission will last until December 31st, 2008. Within this period the consultant is expected to be needed for 58 days of service. Timing will be agreed between the MCPM Pillar 3 team and BOF.

Jakarta, with missions as required to selected provinces

Qualifications/ Experience
The advisor is expected to have the following:
Postgraduate qualification in accounting
Extensive experience with the concept, design and implementation of financial management information systems at government units both at national and local levels.
Knowledge of policy relating to financial management in government, including inter-ministerial policy at MoF and MONE.
Experience in developing financial policy, disseminating among decision makers and designing implementation plans for the policy
Strong networks among government units, especially those of decision makers at MONE (incl. DGs and provincial units).
Responsibilities, including expected outputs from the assignment
The advisor will work within the BEP Pillar 3 team, Bureau of Finance and Office of Minister of National Education to undertake the following:
provide inputs to the process of developing a Ministerial Decree for FMIS implementation, including coordinating the work of all units involved; i.e. Secretary General, Bureau of Legal and Organisation, etc
provide advice and counsel on high level policy matters and strategies for advancing FMIS programs and initiatives.
provide recent updates on issues relating to financial management at both national and ministerial levels to the head of related bureau.
conduct advisory sessions in the presentation of FMIS to the various levels of government units.
provide inputs and advice on policy and implementation aspects of the FMIS to the FMIS team, through the Head of Bureau of Finance.
Key deliverables
Deliverables expected from the consultants are:
achievement of the TOR as specified above,
monthly reports on progress and activities (using the MCPM template).
