Background | UNDP Indonesia's mission is to be an agent for change in the human and social development of Indonesia. We aim to be a bridge between Indonesia and all donors as well as a trusted partner to all stakeholders. We work in four key areas of development: Governance Reforms, Pro-Poor Policy Reforms, Conflict Prevention and Recovery, and Environment Management, with the overarching aim of reducing poverty in Indonesia. Besides the four priority areas, UNDP Indonesia is also engaged in a variety of crosscutting initiatives focused on HIV/AIDS, gender equality, and information and technology for development. Impact of Results The key results have an impact on the execution of the TRWMP programme activities in terms of quality and accuracy of work completed which implemented by TRWMP government implementing partners and contractors. Accurate data entry of the programme implementation based on targeted work plan and Key Performance Indicators and particularly in enhancing transparency and capacity of TRWMP implementing partners. Through close assistance, Programme Assistant will also enhance government capacity in managing and supervising Sanitation activities at district level. The Programme Assistant will be part of communications team and will support implement the strategy and conduct outreach activities throughout the NAD province. | Duties and Responsibilities | Functions / Key Results Expected 1. Supports the formulation of Programme Strategies and Action Plan focusing on achievement of the following results:
- Assist in the communicating and delivering the overall TRWMP strategies, objectives and activities.
2. Provides effective support to the management of the Field Office/CO programme focusing on the achievement of the following results: - Responsible for the efficient and proper management of UNDP’s Tsunami Recovery Waste Management Programme (TRWMP) activities in respect to programme planning, needs assessment, implementation, monitoring and reporting.
- Support and assist Waste Management Programme Associate/Senior Programme Associate in ensuring project outputs and targets are delivered satisfactorily.
- Develop productive working relationship with government within the context of the TRWMP.
- To liaise and work with Non-Governmental Organisation (NGOs) and other project partner.
- Make necessary arrangements for provision of technical assistance to implementing partners and contractors.
- To prepare report on activities supported by the programme, including programme undertaken by implementing partner.
3. Provides administrative support to the Programme Unit focusing on achievement of the following results: - Conduct daily monitoring for TRWMP activities and ensure for any projects expenditures done by government implementing partners and contractors.
- Prepare all documents related and submit request for payments to UNDP Jakarta.
- Monitor budgets for the TRWMP and advices supervisor of any critical variations in the budget.
4. Supports knowledge building and knowledge sharing in the Field Office particularly for programs’ implementing partners focusing on achievement of the following results: - Liaise and work with Government & Non-Governmental Organizations (NGOs) and other project partners.
- Participation in the trainings for the operations/ projects staff.
- Contributions to knowledge networks and communities of practice.
5. Supports for developing and implementing public information campaign for UNDP Project in particularly for programs’ - Designing public information campaigns for UNDP projects across print, radio, TV, the web and multimedia, as well as community socialization activities.
- Drafting articles and news stories for UNDP newsletters based on interviews with colleagues and implementing partners.
- Drafting UNDP public information material, e.g. fact sheets.
- Overseeing the production, execution and distribution of UNDP public information campaigns, including print and broadcast materials
- Developing effective networks for distribution of public information materials – leaflets, posters, radio spots etc.
- Building and maintaining relations with local and national media on behalf of UNDP.
- Strengthening media coverage of UNDP activities in Aceh in local and national media, including through arranging local media visits to project sites.

| Required Skills and Experience | Education: - Minimum university degree or equivalent in Engineering, Environmental or Scientific discipline.
Experience: - Minimum 3 years of relevant engineering experience is required at the national or international level.
- Experience in the usage of computers and office software packages (MS Word, Excel, Auto Cad, Photoshop, Corel etc).
- Experience with public International Organization, and particularly with UN agencies or UNDP, particularly on environmental activities and/or development would be a considerable advantage.
- Experience in assisting and coordinating projects with government.
- Experiences in working with community.
- Althorough understanding of, and good contacts in, the local media and local government local government institutions.
- Experience in writing news stories and feature articles.
- Experience in working to and following strict editorial deadlines.
- Good IT skills, Graphic Design and Photography skills are highly desirable.
- Experience in Journalism with a professional publication.
