Community Development Officer (CDO) RESPECT Program
RESPECT is a 5-year program funded by USAID and lead by World Learning in partnership with CCF and two Indonesian organizations. The goal of the RESPECT program is to strengthen democratic civic culture; that is, to provide opportunities for Indonesians who may hold divergent views to define, create and realize common democratic values, processes and institutions. RESPECT
is designed to facilitate the ability of Indonesians to create and participate in an inclusive public sphere (social and political) that recognizes and respects the place in society of all citizens irrespective of religion, ethnicity, gender, or other attribute. The program has the following objectives: • Objective I: To increase respect for religious groups, women, and minorities in the target geographic areas; • Objective II: To increase citizen participation and engagement with the government on issues related to pluralism, religious diversity, and the rights of women and minorities; • Objective III: To strengthen the legal system to support pluralism and the rights of religious, ethnic, or gender minorities. RESPECT will concentrate its work in three geographic areas — West Java, Central Java, and Banten — focusing on civil society, formal and informal leaders at the community level, and government officials at the village, District and, to a limited extent, provincial levels.
As a member of the RESPECT consortium, CCF is recruiting three and eventually Three "Community Development Officers," (CDO). The CDOs will be engaged primarily in activities pertaining to Objective I, and secondly pertaining to Objective II.
Qualifications: The CDO must: 1. Be committed to the mission of CCF for the implementation of RESPECT; 2. Be a native or resident in one of the 3 provinces of RESPECT for the past 10 years. Hence, she/he is knowledgeable of the local language, customs and traditions, and has strong community and government connections or networks; 3. Have at least 5 years experience in community organizing, community facilitation and community mentoring. In implementing the various community activities of RESPECT, he/she should be able to think creatively and strategically while providing enough space and opportunity for the communities to develop and strengthen their own creativity and problem-solving capacity; 4. Be an excellent public communicator who is at ease speaking in public; 5. Be comfortable with a fast paced and multi-tasking work environment; 6. Be a problem-solver who accepts challenges with a positive and constructive attitude; 7. Have strong interpersonal skills, and be able to work both independently and as part of a team; 8. Have command of word processing and spreadsheet software skills.
