Reference code: SVN/ID1/2008/ Duty station: Yogyakarta, Indonesia Position Title: Micro-Finance Coordinator Classification: Employee, Grade 5 Type of contract: Special all-inclusive contract Duration of contract: 3 months with possibility of extension Under the overall supervision of the Head of Office (HO) Yogyakarta and the direct supervision of the Programme Manager (Livelihood) (PM), the Micro-FinanceCoordinatorwill be responsible in coordinating the development and overall implementation of the Access to Finance component as part of the Java Reconstruction Fund (JRF)-financed Livelihood project in Yogyakarta and Central Java. In particular, he/she will: General Functions: 1. Assist the PM in the development, formulation and implementation of the JRF Livelihood project with specific emphasis on the project¢s micro-finance component; 2. Under the guidance of the PM, be responsible for the project¢s Micro-Finance Unit and coordinate the development and execution of loan provisions through IOM¢s partners and end-users.; 3. Regularly liaise with IOM¢s micro-finance implementing partner (PT. PNM) and be the focal point for micro-finance related issues in relation to Donors, Government Agencies, international NGOs, the public and other participants as instructed by the PM; 4. Closely monitor the activities of PT. PNM, and report back to PM, to ensure that the institution fully complies with the project¢s objectives and activities as set forth in the Project Appraisal Document (PAD) and the contract with IOM; 5. Ensure that all activities of PT. PNM and selected Micro-Finance Institutions (MFI) comply with World Bank, JRF and IOM rules & regulations, procedures and contractual obligations as outlined in the Grant Agreement, PAD and other relevant documents; 6. In close coordination with PT. PNM, assist the PM in proposing and developing sound technical criteria for selection of MFIs in the project; 7. In close coordination with PT. PNM, assist the PM in overseeing appraisal and selection of accredited MFIs that are in line with agreed upon selection criteria, whilst ensuring the highest level of transparency, professionalism and fairness in this selection process; 8. In coordination with the Business Development Coordinator and the Community Engagement Officer, advise the PM in giving direction to PT. PNM and MFI partners on beneficiaries/MSE targeted for loan support and geographical and sector priorities (where applicable); 9. Assist the PM in establishing a reporting mechanism for PT. PNM that is linked to fund disbursements to MFIs; 10. Analyze the financial reports of PT. PNM and give recommendation to the PM on transfer of project funds based on actual disbursements to MFI. Monitor and report on the back-flow of funds to PNM from MFI; 11. Assist the Database expert in setting up and maintaining a project database that tracks the financial performance of MFIs and provides detailed information on the volume of loan disbursements to MSEs, client performance, repayment rates, non-performing loans, number of repeat borrowers, MFI cash-flow, technical assistance provisions, financial viability of MFI, geographical coverage, etc. 12. Conduct regular monitoring and spot-checks of partner MFIs; 13. Identify capacity building needs on both MFI and client level and draft Terms of Reference for technical experts supporting the project¢s technical assistance component. Oversee the timely and appropriate delivery of capacity building assistance to MFIs, working with PT. PNM and other technical assistance providers; 14. Identify any institutional and operational support that MFIs might need in order to effectively extend financial services to target beneficiaries, including the need for additional office space, furniture, vehicles additional staffing, computers, etc. and provide the PM with recommendations in this respect; 15. In coordination with the M&E Coordinator, develop tracking tools and impact assessment methodologies to measure and gauge effectiveness and impact of micro-finance interventions on MSEs. Contribute to the planning and execution of micro-finance impact evaluations at different stages of the project to measure to which extent the intervention is contributing towards its objectives; 16. Assist the PM in drafting regular progress reports on activities and key results under the Micro-finance component and provide inputs in other reports as requested by the PM; 17. Assist the PM in hiring and supervising appropriately skilled national staff working in the micro-finance unit; 18. Supervise unit staff and report to PM on any substantiated staff performance concerns and recommend appropriate action to be undertaken; 19. Train other project staff on micro-finance related issues as requested by the PM; 20. Undertake representational duties in project-related meetings with donors, workshops, seminars, coordination meetings on behalf of PM, as required. 21. Undertake other duties as assigned by PM of the HO. Desired qualifications University Degree in Finance, Accounting, Business Administration or Economics or a combination of related experience and background. Can demonstrate at least five years of professional experience in the banking or micro-finance sector in Indonesia and at least one year of experience in a management-level position in a company or non-profit organization in the same field. Demonstrated knowledge of micro-finance institutions, micro-credit & savings schemes, micro-enterprise development concepts, accounting systems and micro-finance legal framework. Experience with international NGOs in the field of livelihood or micro-finance highly desirable. Excellent numerical and financial analysis skills. Must be a team player, possess strong administrative, planning and representational skills, be prepared to work under pressure and meet deadlines. Proficiency in Microsoft Office tools such as Word, Excel, PowerPoint and experience in developing databases is expected. Well versed in written and oral communication skills in English, including report writing and the ability to explain and present complex technical information, effectively train/advise colleagues and beneficiaries and prepare written documentations in a clear and concise style. Fluency in Bahasa Indonesia and Javanese a distinct advantage.
