The Islamic Development Bank, in collaboration with the Saudi Charity Campaign for the Relief of East Asian Earthquake & Tidal waves Stricken victims, will be constructing (i) two (2) Orphan Centers, (ii) Digging, Rehabilitation, Purification of Water Wells and (iii) Rehabilitation of Baitur-Rahman Mosque, Housing Unit for Imams and Muazin as well as Arabic Teaching Center in Aceh and(iv) Housing for Tsunami Victims phase I and Phase II, Medical centre and Grave yard Project. The IDB is desirous to engage: (A) QA\QC Engineer ( 1 Position ) (B) Project Engineer ( 1 Position ) (C) QS Engineer ( 1 Position ) The Position will be locatedin Field Office in Banda Aceh, Indonesia. The term of engagement is for a period of twelve (12) months from the date of appointment with Period Probation of 3 Months. The Terms of Reference for the following position are as follows:- (A) Position of QA/QC Engineer 1. Coordination and Control of Project Quality Assurance matters 2. Implementation, Review and Updating of Quality system. 3. Review and address Inspection reports, non-conformance reports and other quality related aspects of the project. 4. Plan and Conduct quality audit on PMT, suppliers, Contractor, PSC and DEDC to ensure conformance to the quality standard. 5. Identifies quality problems and initiates, recommends or provides solutions to quality problems and verifies implementations of solutions to quality problems. Liase with the Project manager and client on issues pertaining to quality. 6. Responsible in the implementation of Project Quality Plan and the Project Specific Procedures. 7. To maintain records of engineering contracts, pertinent documents to assign projects, etc. 8. To advise the Project Manager, in general, and on any other matter requiring engineering background and knowledge. Qualification & Experience The selection will be based on the academic and technical professional experience of the candidate. A suitable candidate should communicate excellent in English and should have at least a university degree in civil engineering, or related fields. Experience in relief and development is a plus with at least five (5) years of Quality Assurance and Control engineering. The candidate should have at least 5 to 7 years experience in construction projects in Indonesia and should be familiar with construction practices and material. (BPosition of Project Engineer 1. The Project Engineer is responsible to assist the Project Manager to implement the said projects in Aceh, Indonesia. 2. Directly responsible for the preparation of reports, tender documents relating to engineering projects and maintenance works. 3. The Project Engineer report directly to the Project Manager in the Field Office in Aceh. 4. Maintains good working relationships with Government Agencies/Ministries to obtain the necessary permissions and clearances. 5. Prepare monthly reports and oher reports required by the Project Manager relating to the projects under implementation. 6. Prepare tender documents for civil engineering projects and maintenance works. 7. To maintain records of engineering contracts, pertinent documents to assign projects, etc. 8. To advise the Project Manager, in general, and on any other matter requiring engineering background and knowledge. 9. Daily management of the project, from the preliminary stages until closing stages by referring to punctuality principle, on target and cost efficiency. 10. Define work plan and overall projects implementation program in consultation with the Project Manager. 11. Coordinate with Detailed Engineering Design Consultant and Project Supervision Consultant, especially regarding detail/technical design under each consultant and submit progress reports. 12. Establish and supervise the implementation schedule and make sure the projects are on track in terms of timely implementation. 13. Conduct periodic coordination meeting with related parties and handle all project implementation field issues. 14. Manage and supervise the construction material and equipment on site and check/review invoices of contractors in this regard. Qualification & Experience The selection will be based on the academic and technical professional experience of the candidate. Experience in relief and development is a plus with at least five (5) years of engineering and exposure to project management. (CPosition of Quantity Surveyor Engineer 1. Preparation of Variation Orders 2. Preparation of monthly project income statement 3. Preparation of Extension of Time claims during the contract period by reviewing all Site Diary’s, letters, Site Instructions, Variation Orders etc and co-ordinate with Project Manager for any instruction could lead to Extension of Time 4. Attending all projects meetings and reviewing the minutes of meeting before accepting their contents 5. Preparing all Sub-Contractors/Suppliers Interim Payments and copy to Procurement Section. 6. Preparation of Monthly Valuation, submitting, following till receiving the Recommendation for Payments and preparation of Final Accounts 7. Receive the calculated and accurate quantity Qualification & Experience The selection will be based on the academic and technical professional experience of the candidate. A suitable candidate should communicate excellent in English and should have at least a university degree in civil engineering, or related fields. Experience in relief and development is a plus with at least four (4) years of engineering and exposure to project management.
