Background

 

UNDP Indonesia's mission is to be an agent for change in the human and social development of Indonesia. We aim to be a bridge between Indonesia and all donors as well as a trusted partner to all stakeholders. We work in four key areas of development: Governance Reforms, Pro-Poor Policy Reforms, Conflict Prevention and Recovery, and Environment Management, with the overarching aim of reducing poverty in Indonesia. Besides the four priority areas, UNDP Indonesia is also engaged in a variety of crosscutting initiatives focused on HIV/AIDS, gender equality, and information and technology for development

I. Organizational Context

Under the guidance and direct supervision of the Information Management Officer, the ICT Associate will provide ICT services in the UN Compound Office (HQ) as well as supporting services to UNORC field locations, will be a key advisor on design and implementation issues for managing various ICT management systems and strategies, provides daily technical support to users of information management tools and the technology infrastructure.

The incumbent is responsible to advise on the use of new and existing technologies that will enhance UNORC productivity over-all, as well as to ensure that all clients within the UN Compound are being efficiently supported. The ICT Associate will be part of a core team or two working together. The ICT unit will promote a client-oriented approach that is efficient, effective and timely. Prioritization of tasks, strategic thinking and planning skills are therefore essential.

The ICT Associate will provide assistance for UNORC and UNORC-IAS in the UN Compound as well as in the field offices for resolving complex ICT-related issues.

 

Duties and Responsibilities

II. Functions / Key Results Expected


Summary of Key Functions:

  • Support the development of strategic and implementation plans for ICT service delivery.
  • Ensure smooth functioning of ICT services including identifying necessary hardware, software, peripheral devices, as well as LAN and internet connections, etc.
  • Lead the ICT team on network design and administration.
  • Oversee provision of a functioning administrative and helpdesk support responsive to UNORC field offices as well as the UN Compound needs.
  • Design effective and efficient applications to enhance the use and access to the Lotus Notes environment by field offices as well as the UN Compound.
  • Ensure regular maintenance of all servers and the ICT backbone within the UNORC; especially develop the Lotus Notes and Domino Server Email systems.
  • Ensure the Solutions Exchange Project is fully supported for high volume e-mail traffic and internet access requirements.
  • Support the UNORC web presence by providing a technical backbone for a stable and secure environment.

1. Ensure development of strategic and implementation plans for ICT strategies and services focusing on achievement of the following results:

  • Compliance with corporate information management and technology standards, guidelines and procedures.
  • Provision of ICT support and coordination for UNORC and UNORC-IAS staff.

2. Ensure smooth functioning of ICT services including hardware’s and software’s, internet connection, maintenance of equipments.

3. Ensure efficient networks administration focusing on achievement of the following results :

  • Ensure connectivity of field offices and KRF teams
  • Administer and troubleshoot UNORC HQ LAN/WAN.
  • Provide helpdesk assistance to all UNORC staff.
  • Ensures functioning of the VSAT in the UN Compound and takes steps to maintain and enhance the provision of uninterrupted internet connectivity of the UNORC HQ.
  • Monitors and advises on strategies the UNORC can pursue to provide internet connectivity in field offices (i.e. through existing VSAT services via other organizations).
  • Maintain the UNORC and IAS servers.
  • Implement security protocols for hardware, software, and data – especially providing a reliable back up service and archiving.

4.    Provides administrative support focusing on achievement of the following results:
Develop a maintenance plan for an up-to-date inventory of software, hardware and other ICT components for HQ and field offices.

  • Liaise with Procurement and Finance on purchasing of ICT equipment such as Desktop, Laptop, Printer, Scanner, Wireless and Access Point.

5. Ensure effective functioning of the communication system focusing on maintenance of communication equipment including VHF radio.

6. Ensure smooth running of Lotus Notes email system.

7. Provide the technical backbone for a stable and secure environment for the running of web-based applications and services.

 

IV. Impact of Results


The key results have an impact on the overall efficiency of the UN Compound Office including improved business results and client services. Forward-looking ICT management has an impact on the organization of office management, knowledge sharing, and information provision.

Required Skills and Experience

 

V. Recruitment Qualifications


Education: 

Bachelor Degree or Diploma certificate, preferably in Computer Science.

Experience: 

Minimum 4 years of working experience for bachelor degree or 5 years for D3 in network administration and maintenance of computer  and hardware software, telecommunications facilities, knowledge of database packages, website development and maintenance, Lotus Notes administration. 

Language Requirements

Competency in English and Bahasa Indonesia
