Reference Code : SVN/IDI/2008/ 085 Job Title : Community Development Assistant Duty Station : Bireun, Takengon, Kutacane and Meulaboh, NAD, Indonesia Classification : Employee, Grade 4 Estimate Starting Date : 01 August 2008 General Functions: Under the direct guidance and supervision of the Livelihoods Programme Manager (PM) and overall supervision of the Banda Aceh Head of Office, the CDA will be responsible for the implementation of micro-finance activities, working closely with primary women’s savings and loans cooperatives in Aceh. In particular, he/she will: 1. Responsible for the direct implementation of the micro-finance project activities in the assigned areas of responsibility 2. Assist in the collection of relevant data / beneficiary needs identification at appropriate intervals 3. As required, support the primary cooperatives to conduct community and member meetings 4. Support the primary cooperatives in their coordination with relevant local government officials and other key stakeholders to ensure the effective delivery of services and utilization of available local resources 5. Support the activities of primary cooperative Board and staff, building capacity to develop, professionalize and expand the primary cooperatives, notably in relation to financial planning, management, reporting and budgeting. 6. Assist the primary cooperatives in the preparation of annual reports (including but not limited to narrative and financial report and profit sharing) and conduct of annual meetings 7. Conduct regular monitoring, mentoring and trouble-shooting activities in support of primary cooperatives within area of responsibility. 8. Conduct spot checks of primary cooperatives’ book of accounts, including petty cash, bank book, ledgers, journals, etc. 9. Support the conduct of market surveys to assist the cooperatives and their members in identifying income generating opportunities and potential trading partners 10. Coordinate with the PC to procure relevant assistance responding to cooperative needs are provided in a timely fashion, adhering to standard IOM procurement policies and procedures. In line with standard procedures, support the identification of qualified local service providers, consultants and other local resources to respond to identified needs. 11. Regularly record and track cooperative and beneficiary progress using standard project templates 12. Coordinate with other IOM projects and governmental and non-governmental stakeholders active in the area of responsibility 13. Prepare and submit monthly reports and project photographs to the PC using the standard reporting template 14. Inform PC without delay concerning any problems/concerns identified in the field and propose appropriate solutions 15. Undertake other duties that may be assigned from time to time which are commensurate with the position Desirable Qualifications: Completion of tertiary education, preferably in social sciences, economics, agriculture or fisheries. At least four years experience in development, including work directly with communities, required. At least two years experience in micro-finance development / implementation, preferably in Aceh, desirable. Proficiency in Microsoft Office tools (Word, Excel) is expected. Well versed in written and oral communication skills in Bahasa Indonesia and Aceh, including the ability to clearly explain and present the technical information; effectively train/advise beneficiaries on micro-enterprise development concepts; prepare written documentations in a clear and concise style. Good written and spoken English preferred. Good analytical skills. Ability to manage workload within general schedule of work, instructions and standard practices. Able to work with minimum supervision and maintain composure under pressure. Team player and willing to travel extensively to implement project activities.
