Job Title    : Lead Consultant on Capacity Development for Decentralized                   Education Service Provision (CODE: BEC-1)Dept/Div     : EASHD (Human Development)Reporting to : Operations OfficerGrade          : C3Appt Type    : Short Term Consultant (maximum 150 days per year)Location      : Jakarta  Background / General ObjectivesThe European Commission and the Royal Government of the Netherlands
have jointly established the Basic Education Capacity Trust Fund
(BEC-TF) with the purpose of supporting GOI in improving the delivery
of decentralized basic education.  It is also intended to lay the ground and conditions to be met for a major sector-wide investment program. These goals will be achieved through targeted analytical work, thematic
dialogue in education between the Government of Indonesia (GOI) and
donors, and capacity development and strengthening of systems for
planning, budgeting, financial management, M&E, and human resource
management
. Expected outcomes include:§         Strengthened
capacity of the a GOI-led policy dialogue on education through the
Thematic Education Dialogue (TED) group to conduct policy analysis,
engage in policy dialogue with stakeholders and external development
partners, and exercise oversight of basic education.§         Improved
governance and efficient resource use through increased transparency,
accountability, improved budget processes and performance based
financing, improved financial management and accounting, especially in
local governments.§         Strengthened
capacity of the existing information and performance assessment system
to efficiently provide accurate and timely information to stakeholders
at all levels. A
key focus area of the BEC-TF is capacity development at the central,
provincial and district levels. Capacity development of local
governments
will focus on devising and implementing sound education
development strategies, given their roles and responsibilities within a
decentralizing system. While the primary focus of capacity development
for BEC-TF is at the district level, capacity at the provincial and
central levels is also important in order for district level activities
to be effective. In
order for the program to effectively develop the capacity of local
governments, a comprehensive capacity development strategy and
framework must be developed. This framework must take into account the
goals of the BEC-TF, with its primary focus which is to prepare
districts to reach a threshold of capacity that will enable them to
participate in the SISWA program. It must also provide an objective
measurement of district capacity and map out how to enable districts to
reach the threshold, including identification of key capacity
development areas and activities to be undertaken by the local
governments. This assignment focuses on the following areas of the BEC-TF: COMPONENT 2: Good governance, financial management, budgeting and accountability There
is a need to strengthen education sector governance and management
capacity, particularly at local government level, to use resources more
effectively, efficiently and equitably. There is currently a lack of
accountability and transparency in public education expenditures and
their results. An important priority, therefore, is the strengthening
of planning, budgeting, procurement, financial management, monitoring
and assessment systems to strengthen accountability practices. Also of
high priority is the continued strengthening of the participation of
parents and the community in education to improve accountability. COMPONENT 3: Information Management The
existence of good information and the ability to properly analyze and
use that information to make informed policy decisions is essential for
attaining better education outcomes. Currently many policies and
decisions on allocation of resources are made with limited information.
Often when data is collected, it goes unused in part because there is
little understanding of how to analyze the data and apply the results
in the determination of how to allocate resources or develop policy.
There is a need to strengthen systems of information and to develop the
capacity of key stakeholders to allow for informed decisions on
education policy and allocation of resources. Information is also
important for accountability and governance. If information is not
provided to recipients on use of funds and allocation decisions in a
transparent manner, then providers cannot be held accountable for
resource use. Systems must be in place that can provide transparency. Specific ResponsibilitiesThe
consultant will lead a team including specialists in public finance
management
, procurement, education planning, management information
systems and local governance and participation, and linking with the
Capacity Assessment Specialist focusing on public finance management,
to work closely with GOI colleagues with the objective of enabling
districts to prepare their own capacity development and education
development plans
, with the support of service providers and knowledge
management systems
. The consultant will assume the following responsibilities:·         Support the work of Government teams working on the BEC-TF through mentoring, coaching and facilitating.·         Complete
a mapping of existing institutions and or networks with potential for
supporting capacity development in the education sector.·         Provide
recommendations on use and development of appropriate and sustainable
knowledge management systems based on existing ones.·         Develop
a Capacity Development Framework and methodology for assessing and
supporting district level capacity development, based on existing good
practice and with reference to work done under other development
programs in the fields of education and local governance, in line with
the results framework and program design of the BEC-TF.·         Advise on and supervise capacity assessments and preparation of capacity development plans at district level.·         Advise on and supervise training of service providers and consultants working to support district level capacity.·         Coordinate day to day activities of team members including short-term consultants.·         Produce
a “how-to” guide on supporting capacity development at district level,
and a manual for grants to local governments in line with Capacity
Development and Education Development plans.·         Coordinate
with other consultants/teams working on related issues under the BEC-TF
and under DSF as appropriate, in particular with the work of the
Capacity Assessment Specialist focusing on public finance management. Outputs§         A
report outlining existing networks and institutions which have the
potential to become sustainable knowledge management systems for
supporting capacity development in the education sector, including
recommended options for follow up.§         A report summarizing options for the design of the capacity development framework.§         Report summarizing the capacity assessment methodology, instruments and CDP template.§         A “how to” guide on supporting capacity assessment and development at district level.§         A manual for L-BEC grants.§         Capacity assessment results and capacity development plans in 15 selected districts.§         Education development plans in 15 districts. ReportingThe
consultant will be report on a daily basis to the project’s Operations
Officer and will ultimately report to the Task Team Leader (TTL), the
Education Sector Cluster Leader. The Short-Term Consultant contract will be for 150 days, during the period August 2008 to May 2009. Selection Criteria·         Master’s
degree in social science, such as economics or education, and 8 or more
years of relevant experience; or an equivalent combination of education
