A joint project between Bappenas and United Nations Development Programme (UNDP) namely “Strengthening

TERMS OF REFERENCE

Title                :           Finance
Assistant
Location         :           Banda Aceh – PPMU Secretariat (1
person)
Duration         :           1 (one) year

Under the direct supervision
of the Provincial Project Director, Provincial Project Manager and Finance
Officer, the Finance Assistant is responsible for the day-to-day budget
management of the project in line with the work plan as well as
policies/procedures for nationally executed projects. For this reason, she/he
must be able to work full-time on the post. Reporting to Finance Officer in
Jakarta, The Finance Assistant will have duties and responsibilities not
limited to as following:

Scope of Duties:

1.         To prepare and to consolidate budget quarterly report
for the Finance Officer to be reviewed. 
2.     To assist the Provincial Project Manager
for managing and appropriately recording the project budget as Committing
Officer, by ensuring that:
a)   request for quarterly project funds are prepared in
accordance with UNDP standard and procedure
b)   expenditures are made in accordance with UNDP standard
and procedure
c)   accounting records and supporting documents are kept,
d)  required
financial reports are prepared,
e)   financial operations are transparent and financial
procedures/regulations for NEX projects are properly applied; and she/he is
ready to stand up to audits at any time
3.      To assist the Provincial Project Manager for managing
and appropriately recording the    physical
resources (e.g. vehicles, office equipment, furniture, stationary etc.)
provided to the project by UNDP for the Secretariat PPMU Aceh
4.      To perform other relevant project duties as requested
by the Provincial Project Director and the Provincial Project Manager.

Qualifications:

1.      At least 5 years increasingly responsible professional
experience in finance/accounting department, ideally within a UN context
2.      Knowledge and experience in project management will be
an advantage
3.      Undergraduate degree in economic, finance, banking and
other relevant management system
4.      Working level of English language is an absolute
necessity; 
5.      Proven capabilities with MS Office application to keep
records and produce reports;
6.      Good inter-personal and team building skills;
7.      Strong leadership and managerial skills;
8.      Full time availability for project management duties

Strengthening Sustainable Peace and Development in
Aceh (SSPA) is the UNDP project in collaboration with the Government of
Indonesia to support the reintegration process in Aceh as mandated in
Memorandum of Understanding between The Government of Indonesia and Gerakan
Aceh Merdeka (GAM), signed in Helsinki on August 15, 2005.

UNDP
support to BAPPENAS is in line with BAPPENAS responsibility for coordination in
the Peace Agreement implementation process as mandated through the Presidential
Instruction no.15/2005, particularly to develop strategies and to support
effective coordination of donor input. In addition to that, UNDP is also
supporting Bappenas in the improvement of the legal framework of conflict
management at strategic level. Mostly due to the tsunami crisis, the GoI
decided to pass a law in the Parliament of Crises Management. The Law, which is
currently with the National Parliament, aims at creating a coherent and unified
approach to crisis management. UNDP is supporting Bappenas’ efforts to ensure
the Law fully reflects lessons learned elsewhere in Indonesia and applicable to
Aceh. The initiative includes extensive TA to BAPPENAS and the Legislative in
the deliberation of the law, technical inputs into the Law and the production
of the related academic paper. It is expected that components of this
initiative such as the development of local regulation on conflict sensitive
and participatory planning can be introduce in some of the areas where UNDP
will work in Aceh. The SSPDA project will support local government in the
design of programmes through consultative processes that are participative,
bottom up and conflict sensitive. The latter will be done using the PDA
methodology developed by Bappenas and UNDP in other post-conflict provinces of
Indonesia.

The main
responsibility for implementing the Government’s Reintegration strategy falls
on provincial and district level government in general, and the Governor’s
office in particular. SSPDA project support to local government will focus on
four strategic areas:

·         The
Governor’s office for implementation of the Reintegration strategy – Badan
Reintegrasi Aceh Damai (BRA) ;
·         The
Forum Bersama, the main multi-stakeholder policy-oriented forum, that will
service government, GAM, civil society and donors engaged in reintegration
activities;
·         Support
to the police focusing on strengthening community-police relations because
sustained economic development requires effective law enforcement;
·          District government capacity building around
planning and reintegrating displaced communities.

The project implementation strategy is
designed with extensive liaison with other donors such as the EU, IOM, WB and
ILO[1].
UNDP has provided support to BAPPENAS in the design of a three-year programme
of work focusing on:

·         Support
to national, provincial and district local governments for effective
implementation of the MoU and responsive recovery;
·         Sustainable
social, economic and political reintegration of ex-combatants, detainees and
political prisoners;
·         Immediate
livelihood support and medium term economic development with enhanced
coexistence to communities receiving GAM and others affected by conflict;
·         Capacity
building for civil society to enhance their commitment to sustainable peace and
their positive engagement in reintegration and recovery activities.

The programme
strategy will cover selected districts with a number of criteria for selection
correspond to (among others) poverty, tsunami and conflict affected community, and
location of combatant and IDP returns. The project approach will consist both of
strategic interventions that will enhance local with economic recovery and implementation
approaches that generate better co-existence and longer term peace building.

Addressing
the situation of IDPs in Aceh is essential both as a humanitarian imperative
and also in order to ensure that potential social tensions that may lead to conflict
are diffused. The programme will work with IDPs in 2 districts with an
integrated, participatory and capacity building methodology. The SSPDA project will
be implemented through Bappenas as the implementing agency with National
Execution. The main activities in the project document have been agreed between
UNDP, Bappenas, the Aceh Provincial Government and other relevant donors and
agencies will achieve the following three key outputs:

·         Capacities
of national, provincial and district governments to respond to needs and
implement the requirements of the Memorandum of Understanding have been
substantially increased;
·         Former
combatants and ex-prisoners have been successfully reintegrated into civilian
life and economic activities and livelihoods of conflict affected communities
have been fully restored;
·         Civil
society capacities to engage in the implementation of the Memorandum of Understanding
and implement reintegration activities have been substantially increased and
their role in the peace process fully recognized by all stakeholders.
A National Project Director (NPD) is assigned to one
of high-ranked officials from Bappenas office. Undertaking the responsibilities
for overall Project, The Provincial Project Director will be supported by a Provincial
Project Management Unit secretariat office to oversee the overall tasks of the
project. The secretariat office of National Project Management Unit will be managed
by the Provincial Project Manager. UNDP will also be undertaking
analytical work to support the needs of government and other stakeholders
including donors. This component of the programme will be done through various
partners and will address knowledge gaps that impact upon the design and
implementation of successful reintegration and peace-building strategies.
Analytical outputs will include policy briefings, assessments of existing
reintegration/development delivery models, best practices notes and major
studies on issues such as human security, economic governance and the elections
that will impact on the reform of local institutions central to Aceh’s
reconstruction.

Duties and Responsibilities:

Under the direct supervision
of the National Project Director, the Provincial Project Manager is responsible
for the operational management of the project, she/he assumes the day-to-day
operational management of the project in line with the project document as well
as policies/procedures for nationally executed projects. The Provincial Project
Manager will be an integral part of the Provincial Project Management Unit
contributing to the technical, managerial, oversight compliance, good internal
governance and financial accountability of the project. Duties and
responsibilities of the Provincial Project Manager will be and not limited to
as following :

1.         To
prepare and to consolidate quarterly and project plan for the National Project
Director to review 
2.         To
assist the National Project Director managing and mobilizing project resources
ie. Human resources, equipments, tools and funding in PPMU Banda Aceh.
3.         To
assist the National Project Director in Strategic and Programmatic Oversight;by ensuring the project development and
activities to be in line with the project document and undertaking
continuous liaison with provincial government and other partner(s), in order to
maximize transparency and responsiveness of programme processes
4.         To
assist the National Project Director in Management of Project Cycle and Technical Assistance; in
identifying the need for, and oversee provision of, technical assistance to
partners at the provincial level;
5.         To assist the National Project Director in managing day to day
monitoring processes, to
ensure that implementation is in accordance with the project document and/or
project work plan, and to distil lessons and good practices of value for future
programming
6.         With
respect to external project implementing agencies, to assist the National
Project Director :
  (a)      ensures
mobilization of selected  delivery agents
to deliver the inputs in accordance with their letters of agreement or contracts,
and
  (b)      provides
overall supervision and/or coordination to ensure the production, quality and
timeliness of the expected outputs.
7.     Assumes
direct responsibility for managing the project budget for Bappenas component as
Committing Officer, by ensuring that:
(a)                   project
funds are made available when needed, and are disbursed properly
(b)            expenditures
are in accordance with the project document and/or existing project work plan,
(c)                   accounting
records and supporting documents are kept,
(d)            required
financial reports are prepared,
(e)                   financial
operations are transparent and financial procedures/regulations for NEX
projects are properly applied; and she/he is ready to stand up to audits at any
time
8.         Assumes
direct responsibility for overseeing the overall project budget by ensuring
that :
(a)             expenditures
are made in accordance with the project document and/or consolidated project
work plan and prior approval from the National Project Director,
(b)            required
delivery reports to the National Project Director are prepared
9.         To
assume direct responsibility for managing the physical resources (e.g.
vehicles, office equipment, furniture, stationary etc.) provided to the project
by UNDP for the Secretariat of the National Project Management Unit
10.     To supervise the secretariat staff
and to liaise coordination with consultants working for the Provincial Project
Management Unit
11.     To prepare project progress
reports of various types (e.g. quarterly report,) as scheduled, and organizes
review meetings and evaluation missions in coordination with UNDP.
12.     To reports regularly to and keeps
the National Project Director up-to-date on project progress, implementing
issues, emerging risks/problems as well as suggests to him/her necessary
remedial actions.
13.     To perform other relevant project
duties as requested by the National Project Director.

Qualifications:

1.      At least 7 years increasingly
responsible professional experience in similar issues and similar positions for
undergraduate and 3 years for postgraduate, ideally within a UN context;
2.      Knowledge and experience in
project management will be an advantage;
3.      Undergraduate or postgraduate
degree in development studies, social sciences, public administration and other
relevant studies;
4.      Working level of English
language is an absolute necessity; 
5.      Good inter-personal and team
building skills;
6.      Strong leadership and
managerial skills;
7.      Full time availability for
project management duties
