Dear All, UNDP's LEAD Project is urgently seeking a translator/editor to translate two UNDP/ UNDP supported publications. The translator/editor would also need to transcribe a voice-record of a national roundtable discussion on Legal Empowerment in Indonesia.

Position Information* * * Title: *Translator/ Editor* Department/Unit: *Governance Unit* Reports to: *Project Manager - LEAD Project* Duty Station: *Jakarta*** Expected Places of Travel (if applicable): *N/A* Duration of Assignment: *6 weeks (30 working days)* □ full time - non office based II. Background Information * * The Legal Empowerment and Assistance for the Disadvantaged (LEAD) Project is a UNDP assisted Government of Indonesia (GoI) initiative that was developed around the findings of an 18 months BAPPENAS/UNDP assessment of access to justice in the Indonesian provinces of North Maluku, Maluku, Central Sulawesi, Southeast Sulawesi and West Kalimantan. Through a civil society, human rights and legal empowerment oriented grant making facility, the overall aim of the LEAD project is to increase access to justice, especially with regard to the most vulnerable and marginalized. On the grassroots level, in the provinces of North Maluku, Central Sulawesi and Southeast Sulawesi, the LEAD project seeks to raise legal and human rights awareness and empower people and communities to demand realization from responsible authorities. Further, the project seeks to strengthen Civil Society Organisation (CSO) and community paralegal skills in order that the vulnerable and marginalized can obtain legal assistance when in need. Related to this, the LEAD project also supports the provision of pro-bono legal services. On the macro level, the LEAD project supports national and sub-national justice sector reform efforts dedicated to improving access to justice. Further, a continuing analysis of the problems and progress that the LEAD project and its partners make contributes to legal reform advocacy and the development of a Government of Indonesia's National Access to Justice Strategy. In supporting its aims in raising legal and human rights awareness as well as supporting GoI, LEAD project is commissioning the translation of the 2008 Asia-Pacific Human Development Report, *Tackling Corruption, Transforming Lives *and the 2008 Commission on Legal Empowerment of the Poor Report, *Making the Law Work for Everyone*. The National Roundtable Discussion on Legal Empowerment of the Poor in Indonesia held during the launch of the CLEP report at ASEAN Secretariat will also be transcribed. *Asia Pacific Human Development Report (HDR)* The HDR, titled *Tackling Corruption, Transforming Lives*, vividly* *illustrates how the Region's pervasive 'petty' corruption smothers opportunities for the most vulnerable people and disadvantaged, limiting their access to education and compromising basic health services. It also provides a snapshot of innovative ways in which communities and governments are striving to fight corruption, in areas including Indonesia. In President Susilo Bambang Yudhoyono's keynote speech at the launch of the report, he instructed all government officials to read and study the report. President SBY also called other state institution officials to read the report. *The Commission on Legal Empowerment of the Poor (CLEP) Report* Meanwhile, the CLEP Report, titled *Making the Law Works for Everyone*, finds that four billion people – the majority of the world's people – are excluded from the rule of law. The report of the Commission - a group co-chaired by former U.S. Secretary of State Madeleine K. Albright and Peruvian economist Hernando de Soto - called on local governments, international institutions and civil society to make legal empowerment a top agenda item in the fight against global poverty. LEAD Project intends to attract more interest from local stakeholders towards the CLEP Report* *that will lead to further discussions about legal empowerment of the poor in Indonesia. LEAD targets government institutions, NGOs and CSOs, who work in poverty alleviation issues, as well as general public. III. Objectives of Assignment * * - To make the 2008 Asia-Pacific HDR on Corruption and CLEP report more accessible to the three LEAD Project targeted provinces stakeholders, especially government officials and civil society organizations. - To share experiences and knowledge discussed during the National Roundtable Discussion on the Legal Empowerment of the Poor in Indonesia to key stakeholders. ** * * IV. Scope of work Expected Results/Deliverable s/Final Products Expected * * Scope of work: (must include monitoring and progress controls, including reporting requirements, periodicity, format and deadlines). 1. Provide accurate translations of the HDR on Corruption and CLEP Report, from English to Bahasa Indonesia. The translation should include all tables, graphics and diagrams in the original format; 2. Provide editing/proofreadin g of the translated documents to ensure accuracy of the translation; 3. Finish the translation and editing/proofreadin g in 25 working days (Saturday and Sunday are not considered working days); 4. Transcribe the National Roundtable Discussion on Legal Empowerment in Indonesia from digital record to text in 3 working days; and 5. Submit the translation and transcription in MS Words document (font type: California FB, font size: 10). Expected Results/Final Products/Deliverabl es: 1. Translation of the 2008 Asia-Pacific Human Development Report, *Tackling Corruption, Transforming Lives*; 2. Translation of the Commission on Legal Empowerment of the Poor, *Making the Law Work for Everyone*; and 3. Transcription of the National Roundtable Discussion on Legal Empowerment of the Poor in Indonesia. Final Edit of the translations and transcript Sixth week (2 working days) * * * * SCHEDULE OF PAYMENT Payment will be made upon acceptance by the Human Rights, Legal and Justice Sector Reform (HRLJSR) Programme Officer and Communication Officer. The term of payment is as follow: *Deliverable* *Payment* The full translation of the HDR on Corruption 30% The full translation of the CLEP Report and transcript of the National Discussion on Legal Empowerment in Indonesia 70% SUPERVISION AND MONITORING For substantive matters and to ensure overall cohesiveness of the translation, the selected consultant should communicate regularly with the HRLJSR Communication Officer. * * *V. Recruitment Qualifications* * * Education: Degree in social science, law, linguistic, or other subject of relevance, or its equivalent. Experience: Proven track record of professional translation and editing experiences, preferably in the Legal/Justice Sector. Language Requirements: Excellent written and spoken English and Indonesian. VI. OTHER SELECTION CRITERIA Specialised knowledge (explain) · Familiar with anti-corruption and legal issues; and · Proficiency in MS Word. Other standards the contractor must fulfill (explain, if any) · Ability to work independent with a minimum supervision; and · Willing to work at tight deadlines and under pressure.
