AND EVALUATION CONSULTANT - PARLIAMENTARY SUPPORT PROGRAMME

Background

Through its Parliamentary Support Programme, UNDP has been supporting the
House of Representatives (DPR RI)
since 2000 and the House of Regional Representatives (DPD RI)
since its establishment in 2004. Through its permanent support office located
within the parliament, UNDP has forged excellent working relationships with
both Houses that will prove useful for future parliamentary support activities. UNDP has recognized the need for a long-term engagement in the Indonesian
parliament to achieve sustainable outcomes that contribute to improved
democratic governance. To this end, the proposed UNDP support envisions
long-term assistance (December 2008 – June 2013) to strengthen the newly
elected parliament in 2009 and beyond based on the lessons learned.

In order to achieve the overall objective to strengthen the DPR and the DPD
as accountable and transparent governing institutions, and to establish these
institutions as responsive legislative bodies, the current Parliamentary
Support  programme has four sub-component objectives as follow:

To improve institutional
     accountability, public knowledge of, and accessibility to Indonesia’s
     parliamentary institutions; To strengthen the
     effectiveness, transparency, and accountability of DPR Standing Committee
     I as a pilot; To ; To develop a long-term
     activity design for the newly elected parliament in 2009 and beyond based
     on the lessons learned.

In this regard, further elaboration of these areas of support will be
conducted in consultation with the Leadership of both Houses, Secretariats,
Members and experts.

Based on the Results-Based Management, learning and performance measures
will be established through an articulate monitoring and evaluation (M&E)
mechanism that would incorporate knowledge management and information sharing.
Similar to other initiatives under the UNDP umbrella Programme of Support for
Deepening Democracy, the tools and policies used in the monitoring and
evaluation will be conceived by the umbrella programme, incorporating the
lessons learned for future references in project developments.

In the project implementation of this current programme, the project will
engage an M&E Specialist to strengthen the M&E framework by
establishing measurable indicators for each outcome and output. He/she is
expected to conduct monitoring and evaluation of the delivered assistance
activities in 2008, and to prepare monitoring and evaluation principles for the
future parliamentary support.

Objectives of Assignment

to develop indicators of
     the planned assistance activities for the second half of 2008; to conduct monitoring and
     evaluation of the delivered assistance activities in 2008 based on the
     indicators previously developed;    to develop indicators and
     recommendations for future parliamentary support; together with the upcoming
     Design Mission prepare the section on Monitoring and Evaluation of the
     project document for future parliamentary assistance to the DPR and DPD

He/She will work in close consultation with the Project Manager, the
Parliamentary Advisor and Design Mission Team Leader in the delivery of the
outputs.

Duties and Responsibilities

Under the direct supervision of the Project Manager, the consultant is
responsible for the monitoring and evaluation of the assistance activities in
2008, as well as the development of indicators and recommendations for the
future assistance activities.

Duties and responsibilities:

Develop indicators of the
     planned assistance activities for the second half of 2008 in the first and
     second week of September 2008. Monitor and evaluate the
     delivered assistance activities in 2008 in the third and fourth week of
     December 2008. Strengthen the M&E
     framework by establishing measurable indicators for each outcome and
     output in the first week of October 2008. Develop the M&E Section
     of the Project Document for future parliamentary support in the second
     week of October 2008

The consultant is expected to produce the following outputs:

Indicators for the planned
     activities of the second half of 2008 M&E Report on the
     assistance delivered by the UNDP Parliamentary Support Programme in 2008 Draft of Indicators and
     recommendations for M&E for future assistance activities. M&E Section in the
     Project Document for future parliamentary assistance.

Payment shall be made upon the completion of the following products:

Indicators for the planned
     activities of the second half of 2008 by 13th of September (25%) M&E Section in the
     Project Document for future parliamentary assistance by 17th of October
     (25%) M&E Report on the UNDP
     parliamentary support delivered in 2008 by 30th of December. (25%) Indicators and
     recommendations for future assistance by 31st of December (25%)

Competencies

Has strong knowledge in
     parliament issues and parliamentary work; In-depth understanding of
     Parliamentary processes and procedure; Experience with conducting
     impact evaluation of development projects focusing on institutional
     reform; Proven track record and
     publications in the area of M&E; Ability to work
     independently and communicate effectively with diverse stakeholders
     including government, civil society and donors; Computer literacy, with
     high proficiency in the use of standard business software packages.

Required Skills and Experience

Education:

Master’s Degree (Ph.D
     degree is an advantage) in economics, development studies, statistics or
     other relevant discipline

Experience:

At least 5 years of
     experience in designing and implementing of M&E systems in the area of
     parliamentary development Practical experience of
     governance, institutional and development issues in Indonesia,
     relating to parliamentary development

Language Requirements:

Excellent written and oral
     communication skills in English are required and excellent drafting and
     presentation skills.

     religious, racial, national and age sensitivity and adaptability; Displays a high level of
     respect, diplomacy and tact when dealing with government officials,
     elected members and other project stakeholders; Demonstrate political
     sensitivity and analytical judgment; Consistently approaches
     work with energy and a positive, constructive attitude, The expert should be
     proactive and have the ability to discuss openly with all senior
     government staff; Results-orientation and
     efficiency in a multi-tasking environment; Highly developed
     inter-personal, negotiation and teamwork skills, networking aptitude,
     ability to work in multi-cultural environment; Demonstrates integrity by
     modeling the UN's values and ethical standards.
