itle of Position: National Education Quality Standards Adviser Duration: Seven months commencing as soon as possible in September 2008, with the possibility for extension for a year or part thereof. Location: BSNP Cipete Jakarta, but with extensive travel throughout Indonesia
Qualifications/ Experience: Relevant postgraduate qualifications in education with extensive senior expertise and broad experience across the activities encompassed by the education standards, especially in education planning and management and implementing quality education standards for teachers, head teachers and school systems, at both primary and secondary levels. Knowledge and experience of working in the Ministry of Religious Affairs (MoRA) and fluent Indonesian and English language skills are an essential qualification. BACKGROUND A major role for the Basic Education Program (BEP) is to support the current initiatives by the Government of Indonesia (GoI) to improve the quality of education through a number of major inputs. In particular significant contributions will be provided in the areas of setting and monitoring education standards and in supporting the development of a teacher quality upgrading system. A longer term goal is to apply these, and other quality standards, to develop a framework for designing and implementing Whole School Development (WSD) and Whole District Development (WDD). EDUCATION STANDARDS SETTING AND MONITORING SYSTEMS One of the major objectives of the BEP is to support the Board for National Standards in Education (BSNP) with the development of its education standards and monitoring systems. The BSNP is an independent quality assurance body that has been given the major authority and responsibility for assuring the quality of educational services delivered to students and communities across Indonesia. Reporting to the Lead Technical Adviser of BEP and working closely with the Senior Quality Assurance Systems Adviser and the International Education Quality Standards Adviser, the National Education Quality Standards Adviser will provide support and assistance to the BSNP, and to the appropriate MoNE and MoRA directorates and departments. He/she will provide assistance and build capacity to assist the BSNP to: - Strengthen its organizational and management capacity to complete the development of the eight regulatory standards and to develop systems for carrying out its future role for monitoring and analyzing these - Review the implications arising from the introduction of the BSNP standards for MoNE and MoRA education systems - Clarify and strengthen the links between the BSNP and its counterpart stakeholders - Develop high quality strategic reporting and evaluation systems - Collect and process data to monitor and evaluate the process of each of the education standards - Initiate systems to ensure growing public confidence in the BSNP as an independent body, its national standards and its role in quality improvement of education - Upgrade the capacity of the organizations tasked with implementing and monitoring quality improvement at the provincial and district levels for both MoNE and MoRA - Contribute to the proposed activities for developing and implementing a system for Whole School Development (WSD) and Whole District Development (WDD) using BSNP standards as the organizing framework - Contribute to seminars, workshops, field trips, capacity building, training, activity planning and other activities as may be requested by the Chair of the BSNP and the BEP Lead Technical Adviser - Undertake and complete such other tasks and reports as may be required by the Chair of the BSNP, the International Education Quality Standards Adviser and the BEP Lead Technical Adviser Please submit a comprehensive resume, current & expected salary to mcpm_recruitment@ yahoo.com Closing Date: 31 August 2008 Please be advised that this position is available for Indonesian nationals only.
