Deputy Resident Engineer Local Resource-based Road Rehabilitation in Nias, Indonesia Project Title: Creating Jobs: Capacity building for local resource-based road works in selected districts in NAD and Nias Executing Agency: International Labour Organization Duration: The programme duration is expected to continue until December 2009. Initial contract will be for 12 months (3-month probation) with extension subject to satisfactory performance. A. Background The earthquake and the Tsunami of 26 December 2004 caused massive loss of lives and destruction of infrastructure and livelihoods on the Northern and Western coastal areas of Sumatra and outlying islands. The province of North Sumatra was also affected. In March 2005 a further earthquake took place, this time affecting mainly the islands of Nias. The physical damage to roads and buildings has been extensive and also leaving more than 600,000 people without jobs and sources of livelihoods. As part of the UN System response to the Tsunami, the ILO participated in the process and made significant contributions to the damage assessment and the strategy for reconstruction. From June 2006 to May 2008 the ILO implemented a first phase of a programme under the name of “Creating Jobs: Capacity building for local resource-based road works in selected districts in NAD and Nias” among other projects. The project was financed by the Multi Donor Trust Fund (MDF) and included activities in the five districts of Aceh Besar, Pidie, Bireun, Nias and Nias Selatan. The project was designed to provide district governments with financial and technical support to: • capacitate district government and small-scale local contractors in undertaking local resource-based road works • provide the techniques, standards, systems and strategies for this approach • involve the local communities in the provision of district and other rural roads 2 After successful completion of the first phase the MDF has now approved funding of an additional 5.4 million U$ for a second phase until December 2009. B. Implementation arrangements Due to logistical reasons this project is divided into two clusters. The first cluster has its base in Banda Aceh and the second in Gunung Sitoli in Nias. Each cluster is headed by a Resident Engineer (RE). The activities between the two clusters are coordinated by the National Programme Officer. The Resident Engineer in the Nias Cluster will be assisted by a Deputy Resident Engineer (DRE) because the present holder of the RE position is expected to be given additional duties regarding the overall project management and is to provide inputs in designing another new programme for Nias. Funding for the Residents Engineers Position in Nias Cluster is budgeted until the end of May 2009. It is planned that the DRE will initially be responsible for the routine management tasks of the cluster but will take over overall responsibility from June 2009 until the end of the project in December 2009.
