Title: National consultant for needs assessment of hospital isolation rooms development Deadline for application : 5 September 2008 Duration of contract: Up to three months Objectives of the Program: The Ministry of Health, supported by the World Health Organization (WHO) with funding from the European Commission, has a project for “Implementation of the National Strategic Plan for Avian Influenza”. This project addresses the needs of Indonesia in controlling avian influenza and preparing the country for an influenza pandemic. One project activity is the development of isolation rooms in up to 15 different avian influenza referral hospitals. The isolation rooms will be used for patients with avian influenza and other infections to prevent transmission of infection from patients to health care workers and other patients.
Required Outputs: Under the supervision of the Ministry of Health Republic of Indonesia and the World Health Organization, the national consultant will assess the needs for the development (Construction/ renovation/ refurbishment) of isolation units in fifteen avian influenza referral hospitals throughout Indonesia. The needs assessment and final report with specifications must be completed within three months and produce the following: 1. An assessment of each hospital’s infrastructure for the development of isolation rooms and provision of associated medical equipment, including field visits and site meetings. 2. An isolation unit development plan that addresses the following: • General condition and overview of each proposed isolation room site • Detailed specifications for construction and / or renovation works for each proposed isolation room • Budget estimate for each proposed isolation room • Technical drawings for each proposed isolation room • Submit a final report, with recommendations indicating construction or renovation works schedule/activity chart for each proposed isolation room site. The final report should be of sufficient detail reflecting the specifications to allow tender documents for the project to be drafted subsequently. Required Qualifications Education : Essential: Graduate in Architecture or Civil Engineering Desirable: Post graduate in Biomedical Engineering
