Background / General description
World Bank Indonesia decided to strengthen its Partnership Cluster that comprises of : Senior Partnership Officer, Trust Funds Coordinator and Trust Funds Assistant. In this framework, Trust Funds Coordinator (TFC) will coordinate, under the supervision of Sr. Partnership Officer, the Country Trust Funds Portfolio, monitoring and oversight. TFC will play a key role in improving the use and impact of TFs; monitoring implementation of the TF portfolio and ensuring compliance with the TF policies and procedures; and managing the country office TF team.
Duties and Accountabilities
Under the overall guidance of Sr. Partnership Officer, the TFC will :
1. Provide advice to task teams on TF design and implementation.
2. Oversee Implementation of TFs :
• Serve as focal person for trust fund policies, guidelines and procedures and keep the country team well informed about developments;
• Support the implementation in Indonesia of the new corporate framework for Trust Fund Management (approved by the Board) and the recommendations from the Regional Working Group;
• Act as a Secretariat to the country TF Review Committee and the Management Committees of all stand-alone large TFs (jumbo funds);
• Provide assistance to the country team in interaction with donors, government agencies, NGO and other outside parties on TF-related issues;
• Organize annual refresher workshops for the implementing agencies;
• Assist the Portfolio/Operation Manager in preparing and organizing annual review of TF Portfolio with the government;
• Take an active part in supervision of TFs organized by the country fiduciary team;
• Participate in institutional review of TFs;
• Propose and implement activities to improve strategic management, monitoring and oversight of the TF portfolio;
• Provide inputs concerning the country TF portfolio to diverse operations products/reports required by the country office or the region.
3. Monitor TF Portfolio Performance and Compliance :
• Monitor TF portfolio performance on a timely basis, identify TF-related issues and undertake initiatives to address them;
• Review reports on the progress of trust funded activities and highlight any performance issues requiring task team’s attention;
• Follow-up on the status of proposals with the Bank central unit;
• Provide training of TF policies and procedures to Bank task teams and PMUs.
Selection Criteria
• Experience in World Bank Trust Funds Policies and System is preferable.
• Excellent interpersonal skills.
• Minimum Master Degree with 5 years relevant experience.
• Strong oral and written communication skills in English and Indonesian.
• Proven ability to work effectively in a team-oriented, multi-cultural environment and function as an effective team member.
