ECCD (early Childhood Care and Development) Specialist NAD/ National Consultant
Proposed level NOC / Special service agreement
Under the Health and Nutrition Annual working Plan NAD the United Nations Children's Fund (UNICEF) and Development Planning Board of Aceh (Bappeda), seek hiring a consultant to support the ECCD program for the province of Aceh .
Background & Purpose:
The ECCD team has been implementing a programme that has been unique in its attempt to combine activities from multiple sectors of the government and within UNICEF and at the community level to provide health, education and social services for women and children in the community. With the departure of the ECCD Specialist there is a need to get additional support for the team until the end of the year to ensure the completion and documentation of the activities. The team will require technical assistance and support to ensure that the programme is completed to a high standard. The team will need assistance in preparing an overall document on activities achieved and lessons learnt. The person will need to work with Banda Aceh, Meulaboh and Nias based staff to collate and document it in a form that then can be used for donor reporting. The team will also need assistance in coordinating the final activities between the different
departments of UNICEF.

Objectives of the exercise:
* Provide ECCD technical support and guidance to the ECCD team to allow the completion of all activities.
* Assist the team to document the activities and lessons learnt that have been carried out during the last 12 months of the ECCD programme with a particular focus on community development activities.
* Assist the team in preparing the donor reports both financial and narrative reports especially the German National Committee final report.
* Assist the team in coordinating activities and reporting with education and child protection teams within UNICEF.
Assist the ECCD team by providing support to help them solves problems related to programme implementation and construction issues as they arise. Monitor that the activities are completed according to the schedule and work with the OIC health to support the team in ensuring that the activities are completed.
Deliverables:
* In the first two months produce a comprehensive report detailing the ECCD activities carried out and the lessons learnt that can be used as a basis for all donor reporting..
* By the end of the contract the final report for the German National Committee has been finalized according to donor guidelines and budget utilization.
A monthly report showing the activities to support the technical support, implementation, coordination and monitoring of the on-going activities.

Qualifications & Experience required:
Individual/Institut ional
* Understanding of UNICEF business practices and reporting.
* Experience in documenting activities and writing donor reports
* Good standard of written English
* An advanced degree in a related field
* Ability to write and document activities to a high level
* Ability to work and support a multi-disciplinary team.
