IOM is looking for a M&E Reintegration Project Assistant II according to the terms of reference below. General Functions:
Working under the direct supervision the Program Coordinator or his/her designate, the incumbent will be responsible for working as part of the Monitoring & Evaluation (M&E) Team. In particular, he/she will:
1. Provide technical assistance in regards to: a. Empowering civil society organizations (CSOs) b. Counseling and Referral service of ICRS clients c. Implementation of income-generation projects with ICRS clients d. Livelihoods (Self help Groups) project 2. Assist with all monitoring & evaluation functions, specifically: a. Coordinate M&E of local CSO partners in the implementation of community facilitation, participatory monitoring, and small-scale income generation projects. b. Coordinate programmatic spot-audits of local CSO partners. c. Visit field offices and function as troubleshooting with field offices and local partners to identify, discuss, and resolve bottlenecks, challenges, and successes in operations. d. Including preparation of written reports for all M&E field visits. e. Ensure that ICRS’s hardcopy and electronic information systems are maintained, particularly the important notes of all key ICRS monitoring and implementation activities. 3. Ensure local partners implement and promote environmentally friendly practices in business, agriculture, and social projects. 4. Coordinate training and mentoring to local partners and communities by enabling them to more effectively elicit women’s’ demands for community-based projects. 5. Design, organize and coordinate the implementation of training workshops in community facilitation, organic agriculture, community-led disaster preparedness and participatory monitoring and evaluation. 6. Undertake any other duties as required.
Desirable qualifications:
Holds S1 degree, preferably in economics, business management/administ ration or social sciences (eg. Agricultural science, rural development, etc), and/or 3-5 years relevant field experience. Solid experience working within international development and local NGO sector in conflict and/or post-conflict contexts, preferably with local CSO grant management experience. Strong understanding and experience in participatory programming, community facilitation and livelihood programming. Experience with agriculture and specifically palm oil is an additional asset.
Experience coordinating and conducting monitoring and evaluation preferably in a livelihood and/or income-generation context, strong organizational skills, a proven ability to establish priorities and plans, and an ability to work independently, and show leadership and initiative within team environment are necessary. Strong familiarity with MSWord and MS Excel applications.
Knowledge, skills and ability to extract, interpret, analyze and process financial data also valuable, demonstrated ability and competency in communicating with a wide range of people including people of culturally diverse backgrounds, must be able to work under pressure, cope with deadlines and willing to work to rapidly changing conditions as necessary. Experience in Aceh (specifically Aceh Tengah, Bener Meriah, Gayo Lues, and/or Aceh Tenggara) is highly desirable. Willing to travel and spend time working in field offices is essential.
Languages Vocational English, spoken and written. Fluency in local dialects an advantage.
Team members should bear in mind that evaluation of their performance will not be confined to just their specific functions and responsibilities, but that their performance within the team and the overall achievement of this group is just as important.
