VACANCY ANNOUNCEMENT
Background of ACTED
ACTED (Agency for Technical Co-operation and Development) is an international NGO founded in 1993 and headquartered in Paris. ACTED provides relief to victims of conflict and natural disasters as well as local vulnerable populations. Its activities range from emergency relief to long-term development projects. In 2004, ACTED implemented 160 projects in seventeen countries in Africa, Central Asia, Europe, Latin America and the Middle East.
The 26 December 2004 tsunami caused numerous losses of lives and tremendous damage in Northern Sumatra and Aceh province in particular. ACTED responded to this disaster by launching emergency and post-emergency programs targeting IDPs, returnees and local vulnerable populations, with a focus on Meulaboh region, and more recently on Nias island. Current sectors of intervention include: boat construction & support to fishery sector, cash for work & rubble clearing, access to water, shelter and latrine construction, health and hygiene promotion, agriculture and support to livelihood. ACTED set up is thus composed of 2 program bases : Meulaboh (province of Aceh, Sumatra) and Lahewa (north Nias).
ACTED is currently looking for qualified male and female staff to fill the Finance Officer Position in Lahewa base.
Responsibilities
The Finance Officer under of Chief Finance Officer (CFO) and Finance Officer will be accountable for the true and fair accountancy of his base.
The Finance Officer is responsibilities include:
* Respect and follow-up the ACTED's financial procedures * Send all financial documents to ACTED Headquarter Paris and ACTED Indonesia bases * Financial Reporting of ACTED's projects * Ensure an efficient flow of information with Headquarter Paris and the base
General Responsibilities
The Finance Officer is accountable for the true and fair accountancy of ACTED Indonesia bases.
Key Responsibilities
1. Depending on deadline:
* Prepare financial Report for the concerned project(s)
2. Receiving financial information:
* Before the 5th of each month: Reception of "accountancy" from ACTED base and "extra accountancy from ACTED Paris
* Before the 10th of each month: Reception of "Titanic Practic" from bases * On a weekly(Thursday) bases: Reception of "contract follow-up" from bases
3. Consolidating of financial information:
* Before the 7th of each month: Consolidation of "accountancy" and "extra accountancy"
* Before the 11th of each month: Consolidation of "Titanic Practic" * On a weekly bases: Consolidation of "contracts follow-up database"
4. Sending back financial information:
* Before the 9th of each month: Sending of "accountancy back-up" to Paris and Bases * Before the 10th of each month: Sending of consolidated running cost to Finance controller * Before the 12th of each month: Sending of "Titanic Practic" to ACTED Paris
5. After 12th of each month: Prepare monthly budget follow-up and presenting it to the Chief Finance Officer
6. Training of the base Accountants:
* Accountancy & accounting system
* Financial procedures & forms
7. Assist the Chief Finance Officer for any other duties.
Qualifications
Qualified candidates must have:
* Baccalaureate and University Degree related to the field (Management, Business Administration, Finance and Accounting)
* A minimum 3 years of experience in Finance and Tax Consultant, Banking, Lease Company (INGOs or UN Agency is preferred)
* Experience management skills
* Experience organizational skill
* Must able to work independently while being a strong team player
* The ability to operate Microsoft Word, Excel and Internet (in page)
* Language skills: excellent written and spoken Indonesia language, fluency in English
