CARE Indonesia, as an International Non Government Organization (INGO), has carried out large scale operations in Indonesia, encompassing emergency operations, transitional activities centered on agriculture and nutrition and a range of development initiatives in such areas as water and sanitation, health and micro-credit. CARE is currently recruiting the following position for its Projects:
CARE International Indonesia, MIAT Project (Mitigation of Malaria for the Most Affected Groups in Timor Island) - NTT, is currently recruiting for the following positions: MALARIA DISTRICT ADVISER (MDA-M) Job Summary: MIAT is an European Commission (EC) funded joint and integrated response to decrease high levels of annual malaria incidence on both the Eastern and Western parts of the Timor Island. The project specifically targets vulnerable groups through a rights based approach with emphasis on pregnant women and under 5 year children to prevent malaria and deal with its impacts (e.g. anaemia). It aims at improved human resources capacities within the health system and other government institutions in order to deliver better, more patient-centred care supported by proper managerial skills and sound information management The MDA is supported by CARE and will be based in Provincial Bappeda Of3 fice in Kupang for assisting National and Provincial Government staff for effective implementation of national malaria control program in West Timor Island in coordination with MIAT Project. RESPONSIBILITIES: 1. West TimorMalaria Program Implementation- (30 %) · Assist Provincial and Districts Government Officer for developing strategies and guidelines for effective implementation national malaria program · Carry out these developed strategies and guidelines implementation in Kupang City, Kupang, TTS, TTU and Belu Districts in coordination with PHO and District Health Services. · Provide technical support for development of district malaria work plan. · Support POH and DHO to determine the needed budget for implementation of work plan. 2. Malaria Program Monitoring & Supervision - 20% · Ensure implementation of malaria control program at district and sub district by conducting regular monitoring and supervision. · Conduct situation analysis of malaria burden and provide feed back to other counterparts. · Facilitate capacity building of district and sub district health staff for proper utilization of national malaria protocol and guidelines. 3. Developing Planning and Cross border Activities (40 %) * Regular coordination with different District Health Services and other organizations to develop and implement the cross border and developing planning activities. * Work as focal person for effective coordination and two way flow of information between of Head of POH and CARE on MIAT and other malaria related activities. * Provide necessary background information to districts, community and other partners for scaling up of Cross border and Developing Planning to other project areas. * Organize cross visit of different partners in MIAT site for first hand information on Cross border and Developing Planning. 4. Others Administrative and Reporting (10%) * Prepare monthly technical report on malaria related activities of TTU, TTS and Belu Districts. * Perform other malaria related activities assigned by National Malaria Officer and Project Manager of MIAT. QUALIFICATION: · Bachelor of Public Health or other discipline · At least 5 years experience of management of communication and conflict resolution or other related projects. · Can prepare project reports in English and Bahasa as well. · Experience in facilitation, coordination and consultation. · Should have computer skills especially on Microsoft excel, word email and internet. · Excellent planner and organizer TECHNICAL SPECIALIST HEALTH AND NUTRITION (TSHN-M) Job Summary: Technical Specialist Health and Nutrition (TSHN) – MANES/COME, is a senior technical level position of the MIAT Project. He/she is responsible for technical support to Project Officers, Field Officers and District Health Staff for quality implementation of MANES/COME activities under MIAT project. RESPONSIBILITIES: 1. Technical support to MANES/COME health staffs (30%) * Provide necessary technical support to MIAT MANES/COME Staff when ever needed to improve the skill and quality of program. * Provide necessary support to district and Subdistrict health staff for effective replication of MANES/COME approach. 2. Supervision of project implementation (30%) * Regular field visits and monitoring of MANES/COME activities in the field. * Provide feedback to staffs on the basis of monitoring and observation of project implementation. 3. Supporting data management of MANES/COME (20%) * Provide necessary technical support for establishing data base of MANES/COME. * Monthly updating the data system and analysis of MANES/COME data. * Prepare regular work plan and monitoring system of MANES/COME on the basis of analyzed data. 4. Liaison with MOH/ District health services and other stake holders on technical a. issues (10%) * Maintain regular contact and establish good coordination with MOH/district health services and with CHC staffs for technical support and skill transfer of MANES/COME when ever needed * Seek community support for active participation on MANES implementation and their ownership. * Represent Project Manger and Program Leader to Ministry of Health and other stakeholders meetings when ever needed and assigned by PL. * Liaison with counter part in West Timor for successful implementation of project and regular flow of information. 5. Others administrative and reporting (10%) * Prepare monthly technical report of MANES/COME implementation status and present to Project Manager and Program Leader. * Develop detail action plan and ensure for effective implantation. * Perform other MANES/COME related duties assigned by Project Manager and Program Leader. QUALIFICATIONS: · Bachelor of Public Health or Bachelor in Nursing/Nutrition or Academic Nurse/Nutrition with five years experience in maternal and child health related projects. · Preferably trained in health related data system. · Can prepare technical reports in English and Bhasha Indonesia as well. · Can conduct training at health facility and community level. · Experience in facilitation and coordination. · Should have computer skills especially on Microsoft excel and word. · Excellent planner and organizer MANES & COME COORDINATOR (M&CC-M) Job Summary: Project Officer for TSHN support is a district level position of the MIAT Project. He/She is responsible for technical support to field officers for quality implementation of MANES & COME activities. RESPONSIBILITIES: 1. Support to MIAT MANES & COME staffs (40%) * Provide necessary technical support to MIAT MANES & COME Field Officers for quality implementation of program. * Facilitation of MANES & COME training for Community Volunteers (PSF) at community level. * Support to orient MANES & COME to Village Program Management Committee (VPMC) * Translation of MANES & COME related materials in Tetun/Bhasha Indonesia from English for project implementation. 2. Supervision of MANES & COME implementation (30%) * Regular field visits and supervision of MANES & COME activities in the field. * Provide necessary skill reinforcement support and feedback to staffs & volunteers on the basis of field based observation and supervision. 3. Liaison District health services / CHC and VPMC for MANES & COME implementation (15%) * Maintain regular contact and establish good coordination in collaboration with PO MIAT with district health services and with CHC staffs for effective implementation of MANES & COME * Seek community participation through VPMC for caregiver participation on MANES & COME activities and community ownership. * Represent TSHN MANES & COME at district level health and other stakeholders meetings when ever needed and assigned by TSHN. 4. Others administrative and reporting (15%) * Prepare monthly progress report of MANES & COME implementation status and present to TSHN and Project Site Manager. * Combine the list of logistics prepared by field officers for MANES & COME implementation. Submit these lists to Project Manager for procurement after review and consultation of MIAT PO. * Develop in coordination with FOs & PO MIAT district level monthly work plan for effective implantation of MANES & COME. . . QUALIFICATIONS: · Academic nurse/nutrition/midwife with three years experience in maternal and child health related projects. · Can prepare monthly progress report. · Can conduct training at health facility and community level. · Experience in facilitation and coordination. · Should have computer skills especially on Microsoft excel and word. · Excellent planner and organizer ENVIRONMENTAL HEALTH SPECIALIST (EHS-M) Job Summary: Project Officer for Environmental Health is a district level position of the MIAT Project. He/She is responsible for technical and logistic support for implementation of environmental heath measures of malaria vector control. RESPONSIBILITIES: 1. Support community for environmental health – 50% * Provide necessary technical and logistic support to community for taking environmental measures malaria vector control. * Organize community for taking initiative to clean the mosquito breeding sites like Jumat Bersi. * Work with District Health/CHC & VMPC for developing and implementing action plan of malaria control through environmental measures. * Bring other players of non health sectors like agriculture, education for effective implementation of environmental control of malaria. 2. School based malaria program - (20%) * Coordinate with District Education, Health Office and to School administration for organizing school based malaria control measures involving school children 3. Liaison District health services / CHC and community for Vector Control Measures - (10%) * Maintain regular contact and establish good coordination with district health services and with CHC staffs for effective implementation of MIAT environmental health measures. * Seek community participation and ownership on MIAT environmental activities of malaria control. * Represent MIAT at district level and other stake holder environmental health related meetings when ever needed. 4. Recording and reporting (20%) * Prepare monthly progress report of Environmental Health implementation status and present to Project Site Manager. * In coordination with DPHO CDC Develop detail district level action plan and ensure for effective implantation of Environmental Health Activities to control malaria. QUALIFICATIONS: · Public Health/Nurse with experience in environmental health · At least three years experience in health related projects. · Preferably trained entomology or vector control measures. · Can prepare monthly progress report. · Can conduct training at community level and school level. · Experience in facilitation and coordination. · Should have computer skills especially on Microsoft excel and word. · Excellent planner and organizer PROJECT OFFICER LLITN DISTRIBUTION (POLD-M) Job Summary: Project Officer for Bed net Distribution is a district level position of the MIAT Project. He/She is responsible for technical and logistic support , coordination and monitoring of health facility based LLITN distribution for children below five years and pregnant mothers. RESPONSILBILITIES: 1. Support health facility based LLITN – 40% * Provide necessary logistic support to DHS/CHC and Health Post by providing LLITN for health facility based distribution of LLITN to children below five years and pregnant women. * Organize community based awareness meetings so that children and pregnant women visit health facility to get LLITN. * Create awareness in the community through different formal and informal meetings for proper use of LLITN by children and pregnant women at household level. * Training and capacity building of volunteers, community leaders and health staff in relation to LLITN promotional activities. 2. Monitoring of LLITN Distribution and Use : - (30%) * Monthly monitoring of LLITN distribution by MOH heath facilities. * Obtain monthly report of distribution and remaining stock DHS. * On the basis of monthly report prepare way bill and arrange delivery of LLITN to DHS. * Regular monitoring regarding the proper use of LLITN at the 3. Recording, reporting and storage of LLITN (20%) * Prepare monthly progress report of LLITN distribution and stock status at MOH facilities and CARE ware house. * Responsible for proper storage at CARE warehouse, supply and up to date records of LLITN distribution. QUALIFICATIONS: · Public Health Person/nurse with experience in health programs · At least three years experience in health related projects. · Preferably trained bed net distribution. · Can prepare monthly progress report. · Can conduct training at health facility and community level. · Experience in facilitation and coordination. · Should have computer skills especially on Microsoft excel and word. DATA BASE OFFICER (DBO-M) Job Summary: Data Base Officer is a district based position of the MIAT Project. He/she is responsible for overall MIAT project related data base and documentation. RESPONSIBILITIES: 1. MIAT Data Base Check and Technical Review Related Activity- (50%) · Daily review of MANES/CCOME and MIAT related data provided by Data entry clerk and field officers. · Ensure that over all project related data and technical documents are properly computed, updated and available when ever needed. · Regularly check and review the error and omissions of data with random sampling methodology assigned by Data Base & GIS Manager. · Ensure the safety of assigned computer. 2. MIAT Media Establishment and IEC Production- (30%) · Assist the IEC Consultant to conduct IEC survey and develop IEC materials following the IEC survey result and recommendation. · Assist the PO LLITN and MPA to establish the community radio spot · Assist the MANES-COME TSHN and the Environmental Health Specialist on developing MANES-COME and Environmental Health IEC and media production to ensure the implementation of the MANES COME and Environmental Health Program following the guideline and IEC survey result and recommendation. · Work coordinate with Media Officer CII following the CII media publisher standard 3. Others- (20%) · Prepare MIAT related data sheet. · Send electronic copy of data on weekly basis to Data Base & GIS Manager for analysis and future projection. · Prepare monthly data base report with analysis · Perform other MIAT related duties assigned by Data Base & GIS Manager. QUALIFICATIONS: · Minimal has level education S1 of Data base and Media or related program. · Minimal 3 years experience data entering and management. · Should have excellent computer skills especially on Microsoft excel and word . · Knowledge of basic computer maintenance is desired. DATA ENTRY CLERK (DEC-M) Job Summary: Data Entry Clerk is a district based position of the MIAT Project. He/she is responsible for overall MIAT project related data entry and documentation. RESPONSIBILITIES: 1. MIAT data and technical documents related activity (80%) · Daily entry of MANES/CCOME and MIAT related data provided by field officers and POs · Ensure that over all project related data and technical documents are properly computed, updated and available when ever needed. · Regularly check the error and omissions of data with random sampling methodology assigned by program officer. · Flag the widely varied data and discuss with Field officer before entering these data to ascertain the accuracy. · Ensure the safety of assigned computer. 2. Others (20%) · Prepare MIAT related data sheet. · Send electronic copy of data on weekly basis to Data Base Officer for analysis and future projection. · Perform other MIAT related duties assigned by Project Officers.. CF will work together with CARE project Staff and other partner to design, planning and implementing activities in community with related institutions. RESPONSIBILITIES: · Work with in co-operation with Local Government, opinion leaders, religious groups, and community based organizations (CBOs), etc across the target areas, providing information to the community about WATSAN and its components. · Organize meetings or events together with the village leaders and or water committee for the purpose of project implementation · Facilitate and assist community organization to manage WSS and health and hygiene education, reflecting gender equity and poverty targeting principles. · Build community capacity and assist community in developing the Community Action Plan (CAP), constructing WSS facilities selected by the community, and managing the O&M of the improved WSS facilities. This will include the following: · Address complaints and questions about the project and help ensure transparency in all project implementation and decision making. · Monitor and evaluate project activities in community level, in coordination with Monev Officers. · Provide timely and accurate progress reports for the supervisor and other partners as appropriate · Monthly Update of Project Activities Reports (Including database, indicator tracking tables, etc) · Other tasks may reasonably requested by supervisor QUALIFICATIONS: · S1 graduated in Civil Engineering · At least 3 years experience working with international and local non government organizations · Familiarity with community level participatory approaches · Proven good ability as a Facilitator · Facility with Excel and Word · Demonstrated capacity to work as a team member HYGIENE & BEHAVIOR CHANGE OFFICER (HBC-K) The Hygiene & Behavior Change Specialist will work closely with PM and other Officers and responsible for setting up and running hygiene and Sanitation related promotion activities on water and sanitation issues for the Kota Project. The Officer must have excellent oral and written communication skills, an understanding of behavior change communication, Information, Education and community (IEC) and the health/environmental issues related to water and sanitation. Experience working with community, NGO and/or government agency on similar topics is key. In addition, the officer must be highly organized, pro-active, with superb creativity and understanding of health topics. The position requires the ability to work long hours when required. MONEV OFFICER (ME-K) The monitoring and evaluation will require developing and populating a project data base and generating reports on the status of established performance indicators. The Monev Officer reports to the Program Manager. RESPONSIBILITIES: · Develop routine monthly, quarterly, semi-annual, and annual data collection systems (information to be collected, recording formats, schedules, and who responsible) that record and document observable (both qualitative and quantitative) outputs, outcomes, and impact. · Designing a “CAR (Collection, Analysis and Reporting Indicator Framework” in coordination with the project team · Assist in monitoring project indicators as they relate to the overall project design, goals, and objectives. · Ensure that all indicators meet Donor requirements (e.g. are specific, defined, useful, and measurable with project resources) · Manage the data collection schedules and activities of Information Monitoring & Evaluation Officers and other field staff as necessary, ensuring good coordination between MonEv/MIS and Program Field Staff. · Oversee the creation of a database system that can easily and accurately input data into the system; Funnel and organize the data; Output the data in forms (such as charts, graphs, tables, maps) that are easily understood and useful to all stakeholders · Prepare and provide routine/scheduled MonEv reports and ad-hoc reports as required. · Develop capacity of MonEv and program staff in setting goals and objectives, identifying outputs, outcomes, and impacts, and collecting and using indicator data · Provide training for the SWASH staff in the MIS procedures, data entry, reporting, and other topics necessary for data collection and the implementation of the monitoring and evaluation activities; · Develop and produce reports of the monitoring data in a format provided by the Program Manager. The reports will be in both English and Bahasa Indonesia; QUALIFICATIONS: · University graduate with S1 in statistics, management, social sciences, or similar discipline. · Minimum of 2 years experience developing data bases with MS Access and/or MS Excel. Must be able to develop reports in tabular format and track data over a multi-year period. · At least 1 year experience in monitoring large projects. This experience should include collecting and coordinating data from remote sites and providing support to staff responsible for monitoring the activities. · Working knowledge of English. Must be able to convert data collected in Bahasa Indonesia into reports that are in both Bahasa Indonesia and English. · Good attention in details. FINANCE OFFICER (Fin-K) The Finance Officer contributes to the overall performance of the sub office by ensuring that all disbursements and receipts are processed correctly and reported on time. RESPONSIBILITIES: · Process advances (travel advance and project advance) · Review and process travel expense report (TER), project expense report · Process medical payment. · Write bank transfer letters & cheques. · Process utilities payments. · Prepare all procurement payment (PO and Non PO). · Process cash receipts from Staff and ensuring that they are deposited in a timely manner. · Cancelling by placing the paid stamp on all documents that have been paid.. · Audit petty cash payments (disbursement) and enter that in Scala after review. · Manage the petty cash float by ensuring re-imbursements are made on time and disbursements are accounted for properly. · Prepare bank reconciliation on time. · Ensuring that where there are errors, adjusting entries are raised to effect corrections. · Maintaine blank & signed cheques. · Ensuring that all documents are filed properly and on time. · Any other duties that maybe reasonably assigned by the supervisor. QUALIFICATIONS: · At the minimum, graduate of a 3-year diploma program in accounting, commerce, or business administration. · For field position, at least two years working experience. · Ability to work with computers and in particular Microsoft Office like excel and word . · Ability to work within tight deadlines. · Ability to work in a multicultral setting. · Attentiion to details · Have a good communication in English will be an advantage. GENDER OFFICER (GO-K) Gender Officer has overall responsibility to ensure implementation on gender mainstreaming into day to day activity at field level for all KOTA program. Gender Officer will help implement gender sensitive programs and assist in gender mainstreaming throughout the program. The officer will also work on field level monitoring of program quality from a gender perspective, documentation best practices, lessons learned and conduct case study to social mapping on gender equity in CARE program area. RESPONSIBILITIES: In coordination with the Project Manager and other Project Officers, the officer will work on: · Survey the ongoing CARE practice from a gender perspective, and help conduct participatory gender assessments · Generate understanding of gender issues in Sulawesi society and within reconstruction and rehabilitation · Technical resources: To actively develop capacity through literature, training and networking so as to serve as a resource for Gender Mainstreaming. It will be focal person to mainstreaming gender into all programs. · Training: To provide and/or coordinate training of project, staff, community and stakeholder or relevant NGO/government to increase their capacity for field implementation of the project. · Staff Coordination: To motivate, coordinate and support within all sector/unit responsible for village level-implementation Gender Mainstreaming into all unit. · Planning: To assist project and program in developing annual activity matrices, planning and implementation field level activities accordingly. · Implementation: To guide and coordinate field level implementation of gender concepts into component of the project. · Networking:Appropriate representation, liaison and co-ordination with relevant NGO/Government actors to facilitate project implementation and to maximize project outputs and outcomes. · Reporting:Prepare timely and comprehensive progress, monitoring, and evaluation reports for supervisor · Teamwork:Develop and actively promote good relations within the team and ensure appropriate coordination with all team members. QUALIFICATIONS: · Academic background; minimum Bachelor or S1 degree in Social Science, Law or other relevant field · Has 3 years experiences working in NGOs’,especially on gender issue into sectoral and relevant issues. AVIAN INFLUENZA PROJECT: BEHAVIOR CHANGE COMMUNICATION SPECIALIST (BCC-AI) The BCC Specialist will develop partnerships and works closely with government and community to plan and implement these activities. The BCC Specialist will also be responsible for working with the ACT Project Manager to enhance the skills of all ACT Project staff. RESPONSIBILITIES : · Manage and participate in the baseline KAP survey; · Collect AI messages and BCC materials from approved sources and facilitate the city government in choosing messages and materials for the city; Work with local government to test and refine materials and messages chosen; · Work with Village Committee Specialists to design BCC programs that can be managed and implemented by local village committees; · Collaborate with the Village Committee Specialist to train local AI committees in implementing local village level AI campaigns; · Monitor and evaluate the results of the BCC interventions; · Participate in proposal writing when requested; · In cooperation with the ACT Project Manager to participate as facilitators in workshops and/or training sessions designed to build the capacity of local government and communities a. VILLAGE HEALTH COMMITTEE SPECIALIST (VHC-AI) The Village Health Committee Specialist will develop partnerships and works closely with local government and community to plan and implement these activities. The Village Health Committee Specialist will primary responsible for AI preventive health and hygiene practices and response to suspected AI cases. S/he will also be responsible for working with the ACT Project Manager to enhance the skills of all ACT Project staff. RESPONSIBILITIES: · Establishing urban village committees,work with Behavior Change Communication (BCC) specialist to design BCC program that can be managed and implemented by local village committees; · Collaborate with the Behavior Change Communication Specialist to train and develop committee skills in implementing local village level AI campaigns; · Participate in proposal writing when requested; · Work with AI Surveillance Facilitator to facilitate the development and implement of community surveillance and response plans on Avian Influenza · Monitor and evaluate the implementation of community early detection, notification, and response to suspect AI cases; · Coordinate with Puskesmas/Posyandu and health provider at sub district, district and provincial level in the working areas · Develop work plan for implementation in all government agencies, work with Puskesmas/Posyandu and health provider in capacity building in the area regarding response to suspect Avian Influenza; · Support the ACT Project Manager, BCC Specialist and Tangerang M&E Unit to design and implement program monitoring system that collect and report data on outputs, outcomes, and impacts; · In cooperation with the ACT Project Manager and ACT Team to participate as facilitators in workshops and or training sessions designed to build the capacity of local government and communities a. The AI Trainer will also be responsible for working with the ACT Project Manager to enhance the skills of all ACT Project staff. RESPONSIBILITIES : · Participate in the baseline KAP survey and conduct training needs assessments with necessary; · Develop participatory, adult education training programs based on AI messages and BCC materials adopted by the city government, the Stop AI program design, and needs assessments; · Work with local government to test and refine training materials and approaches adopted; · Work with Village Committee Specialists and BCC Specialist to train local communities in AI prevention, planning, and media campaigns; · Monitor and evaluate the results of the ACT training programs; · Participate in proposal writing when requested; · In cooperation with the ACT Project Manager and ACT Team, participate as designer and facilitator in workshops and/or training sessions designed to build the capacity of local government and communities a. RESPONSIBILTIES: · Managing all data received from the field · Checking, editing and compiling different field data and verifying the information with AI Surveillance Facilitators if required · Entering, designing /creating simple database frames for the data entry by using MS Access, Epi Info or SPSS · Assisting the IT specialist to arrange and conduct baseline and follow up studies · Preparing minutes of meeting with program or all staff meeting · Assisting other staff in the appropriate use of their computers and software · Preparing simple data analysis from the data in timely manner · Providing a useable report that presents and summarizes data using the appropriate visual tools (charts, graphs, tables, etc) · Assisting the M&E Manager to establish a documents unit. · Providing raw data for project progress reports QUALIFICATIONS: · Bachelor’s degree in related field · 2 year’s experience in a similar position in a reputable organization · Knowledge and experience with database programs/ software · Experience preparing analyzed data reports · Computer skills in MS Office and Database programs · Ability to work with a team and with minimum supervision AVIAN INFLUENZA SURVEILLANCE FACILITATOR (AIS-AI) The Avian Influenza (AI) Surveillance Facilitator will develop partnerships and works closely with local government and community to plan and implement these activities. The AI Surveillance Facilitator will primary responsible for implementing task of the community outreach especially in community surveillance and response plans. Facilitators will be responsible for coordination of programming in the target areas, maintain support from the local government, Community Based Organization and the beneficiaries. RESPONSIBILITIES: · Participate in the baseline survey and conduct preliminary survey by gathering data and information related to the program, help develop data base and GIS system; · To introduce project activities to the local authorities and targeted community by properly approach the community leaders and facilitate the community meeting on urban village, sub-district and district level; · Assist all villages to design a sustainable work plan for community surveillance and monitor in its implementation; · Work with Village Health Committee Specialist to facilitate the development and implement of community response plans on Avian Influenza; · Develop a simple household-level surveillance tool that includes a checklist and survey questions; · Monitor and evaluate the implementation of the community response plans and the results of the household-level surveillance tools; · Support the ACT Project Manager, BCC Specialist and Tangerang M&E Unit to design and implement program monitoring system that collect and report data on outputs, outcomes, and impacts; · In cooperation with the ACT Project Manager and ACT Team to participate as facilitators in workshops and or training sessions designed to build the capacity of local government and communities a.
